SAN DIEGO (KGTV) - Marine Corps Air Station Miramar broke ground Friday on its first hangar to house the F-35, the most advanced fighter jet in the world.While the plane may be controversial, the hope is to replace aging aircraft. The new project will also include a flightline expansion."We're building new F-35 joint strike fighters and we're going to send them right here to Miramar,” President Trump said in his visit to the base Tuesday.Congressman Scott Peters and other military leaders were in attendance at the groundbreaking, thrilled about finally moving these projects forward."We're really taking care of the nation's defense," said Rep. Peters, representing the 52nd District. "One of the things when I went to the Armed Services Committee was to make sure that this facility was high on the list of priorities," he said. Harper Construction won the bid and will employ about 2000 workers.  The 160,000 square foot hangar is designed to hold up to 12 F-35s."We need to upgrade the infrastructure, the connections, the systems inside the hangers," said Col. Jason Woodworth, the Commanding Officer at MCAS Miramar.While critics have pointed to design flaws and skyrocketing costs on the new planes, the military says aging aircraft like the F/A-18 hornets are becoming tougher to maintain."Older airplanes are like that telephone on your wall you had when you were a kid with the rotary dial on it," Woodworth said. Wing Commander Michael Borgschulte with the 3rd Marine Aircraft Wing.The Marine Corps plans to replace its entire fleet of Harriers, Hornets, and Prowlers with new F-35s."The more flight hours, the more times our pilots can get in the aircraft an actually execute their mission, the more proficient they are," Borgschulte said.The Pentagon admits budget shortfalls have hurt military training, but it stopped short of blaming cutbacks for this week's F/A-18 crash in Florida that killed two navy pilots.The hangar should be done by January 2020, about the same time the F-35s are set to arrive. SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

Testers ran speed software every two minutes on sets of Samsung Galaxy S10 series phones for about 15 minutes in each location.For San Diego County, AT&T scored the "fastest" title ahead of T-Mobile, Verizon, and Sprint."In San Diego, AT&T had nearly double the average download speed of the next-fastest network, with excellent reliability," PC Mag writes. "The carrier has been spreading its 5G Evolution LTE improvements up and down the California coastline, and we really saw the positive benefits this year."AT&T's average download speed was recorded at 90.7 Mbps, compared to Sprint's 51.5 Mbps, T-Mobile's 44.2 Mbps, and Verizon's 36.4 Mbps averages. Uploads over 2 Mbps were successful 97% of the time on AT&T's network, 96% on Verizon, 94% on T-Mobile, and 74% on Sprint.Overall, AT&T, T-Mobile, and Verizon were all given a 100% reliability score. SAN DIEGO (KGTV) -- If you are experiencing mental fatigue like never before, you are not alone. Many people who are used to forging ahead in times of crisis, like this coronavirus pandemic, say the feeling is unfamiliar. Emily Chandler of Vista says she never could have imagined her kids would still be distance learning in the fall. "This has been going on so long, and I'm just exhausted," Chandler says. Her three sons are in three different schools and her oldest, Timmy, has autism. Helping them all with school means studying up on things herself. Marriage and family therapist Serene Carruthers, of Sharp Mesa Vista Hospital, says what Chandler is feeling is tied to the seemingly endless nature of the pandemic."It really is because our body is built to respond to stressful events typically that last for a duration of a short period of time," says Carruthers. "Some experts call it surge capacity. Like a battery our adaptive system can provide us with the mental, physical and emotional power to survive a short-term emergency. Then it needs to be recharged which is easier said than done during a pandemic because for many people, their self-care rituals have been upended or canceled.""It is a very lonely time and I'm not getting that energy, that recharge," says Chandler. Carruthers says not to underestimate the power of play, which is free and can be done anywhere. She also recommends shifting expectations, maintaining connections with loved ones, keeping a gratitude journal about the good in your life, and exercising even if it's just walking in your home. Chandler says the reopening of her gym helped her feel like herself again, and she and Carruthers both say it's all right to ask for help, which Chandler says she's glad she did."I got on an anti-anxiety medication and I'm not embarrassed about that. It's really, really helped me," Chandler says.What has also helped is her boys have been troopers, making it clear that sometimes the biggest challenge can also bring the greatest joy. 2031
