JULIAN, Calif. (KGTV) - Community leaders in Julian plan to turn a vacant lot into a Town Square, creating a new focal point for the city."I hope it becomes the center of our town," says Kim Simas, the Treasurer of the Julian Community Heritage Foundation.They're working to raise money for the project, which they think will cost around million. So far, donations have brought in close to 0,000."We would love it to be the heart of the town where people come together to congregate," says JCHF member Rami Abdel.Plans show a small, 2-acre park with a stage, amphitheater-style seating, a water tower, benches, and trees.The square would be at the intersection of Main and Washington Street. Right now, the lot is vacant, covered with weeds and surrounded by a dilapidated fence."It's a bit of an eyesore," says Simas.In the past, the lot had been the home of the community market. It was also a Chevron gas station.That gas station was found to be leaking gasoline into the community water supply in the 1980s and was subsequently shut down.Just a few years ago, the County cleared the site for development. A family in San Clemente owns the lot, and members of the Foundation say they're ready to sell it and support the idea of building a Town Square on the parcel."It's a space I think we can do more with," says Abdel. "It's a space that can benefit the community in so many ways."The Foundation hopes a new town square will serve as a meeting place for community events. They also hope it will encourage tourists to spend more time in Julian."They're going to come up here for the apple picking. They're going to come up here for the pies and the snow. This gives them another area to relax and enjoy the space rather than getting in their car and leaving," says Simas.The project already has the support of the County Board of Supervisors. Organizers hope the board will award the project money from the Park Land Dedication Ordinance. The Julian Planning Group and the Julian Architectural Review Board have also approved the project.Now, the Foundation hopes community members and tourists will chip in to cover the rest of the cost.They've set up a GoFundMe page for donation. LA JOLLA -- The iconic Scripps Pier stretches more than 1,000 feet over the ocean at La Jolla Shores.It also serves as a starting point for a new mosaic that maps the wildlife in and around the 1,900-foot deep canyons under the water. Over the last year, four artists have laid down upwards of 500,000 pieces of glass and porcelain. They created a 2,400 square-foot mosaic that shows everything from fish to stingrays to whales."When someone sees something and loves it, they want to know more about it, and they also want to protect it," said Wick Alexander, one of the artists. On Tuesday, the artists held an open house to view the mosaic. It's now tucked away inside a building in the Scripps Institution of Oceanography. In a few months, crews plan to install it at Kellogg Park at the Shores, a spot a smaller mosaic once occupied. That mosaic, installed in 2008, began crack and was removed. Alexander says the new one will be able to last a lot longer. Renowned oceanographer Walter Munk, one of the project's main backers, said he hopes the mosaic makes a lasting impression. "People who don't dive and who don't really realize can get a chance to see what's going on," he said. Munk and his wife Mary donated more than 0,000 to the project. JULIAN, Calif. (KGTV) - Caltrans will shut down all lanes of State Route 78 in Julian Friday night following a rock and mudslide. The freeway closure, which affects all lanes between Wynola Road and Great Southern Overland Stage Route (S2), may continue into the weekend. The area experienced a slide late Thursday that sent large rocks and debris into lanes. Crews limited traffic to one direction and determined rock scaling was needed to remove any more hazards. Residents will be allowed access through closures when conditions are safe, Caltrans said. One troubling note: the government does not know who is behind the attacks.“Well, it is worrisome. The more we know, the better,” says John Fortier, with the Bipartisan Policy Center. “But I also do think, in the world that we have, we are going to have unknown actors, whether foreign or domestic, making attempts to get into systems.”The good news is that, so far, Homeland Security says none of the attacks have been successful.Fortier thinks that's a sign of enhanced election security and better communication between election officials.“I think we are in a better place now to identify those threats and communicate those threats between federal and local and state election officials, and I think that's a step up,” Fortier says.As the midterms approach, the head of Homeland Security says the government will also be using other security tools, including sensors that allow federal officials to see inside state computer systems in order to detect if there are signs of hacking attempts.“Our network security sensors will cover 90 percent of registered voters,” says Secretary of Homeland Security Kirstjen Nielsen. “And on election day, we'll be in full force and hosting a virtual nationwide situation room to assist our partners.Experts continue to insist that voter databases, like registration information, is more at risk than hackers being able to change actual votes. 1559
