Chen visited Almaty on Thursday to attend the opening ceremony of the "Peace Mission - 2010" anti-terrorism military exercise, which is launched under the framework of the Shanghai Cooperation Organization in south Kazakhstan from Sept. 9 to 25.The exercise will significantly contribute to eliminating the Three Evil Forces of extremism, separatism and terrorism, promoting regional security and deepening SCO-wide cooperation, Chen said.Noting that profound changes are taking place in Central Asia, Chen said the security situation in the region concerns the core interests of both China and Kazakhstan because the former is a neighbor of the region, while the latter is a large player inside it.The Three Evil Forces are a big public hazard to the international community, especially to Central Asia, the senior Chinese commander said, adding that Beijing and Almaty, both as SCO members, play a key role in maintaining regional security.Through in-depth cooperation, the two sides have made great contributions to the common fight against the Three Evil Forces and the maintenance of regional peace, Chen said.He said that military cooperation between the two countries has been growing continuously since they established diplomatic ties 18 years ago. Remarkable achievements have been made, he said, in high-level contacts, strategic consultations, technological exchanges, border defense exchanges and personnel training. The two countries will strengthen the friendly cooperation between their militaries, strive to maintain the sound momentum of high-level military exchanges and promote exchanges and cooperation in professional fields, Chen said.Zhasuzakov, for his part, said that Kazakhstan, as the current SCO chair, will make active efforts to advance the further development of the bloc.He spoke highly of military relations between China and Kazakhstan, saying defense cooperation between the two sides has been fruitful. He also expressed gratitude to China for its support of Kazakhstan's military build-up and personnel training. The Three Evil Forces constitute a grave threat to regional security and stability, Zhasuzakov agreed, adding that his country attaches great importance to bilateral and multilateral anti-terror cooperation.Kazakhstan is ready to join China and other SCO members in making positive contributions to the battle against the Three Evil Forces, he added.Chen arrived here Thursday morning to attend the opening ceremony of the "Peace Mission 2010" exercise, which is to be staged in south Kazakhstan with the involvement of 5,000 troops from China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.
HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday. The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added. The floods have damaged two highways, two national routes, eight provincial routes along with several other roads. So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

BEIJING, Oct. 15 (Xinhua) -- The 17th Central Committee of the Communist Party of China (CPC) opened its fifth plenary session in Beijing Friday to discuss the nation's next five-year development plan. The four-day meeting will review proposals for the country's 12th five-year program (2011-2015) on national economic and social development. The period would be critical for building a moderately prosperous society, the Political Bureau of the CPC Central Committee announced last month. It would be a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern, said the announcement.China has pledged to build a "xiaokang" -- moderately prosperous -- society in the first two decades of the 21st century."The next five-year program will be vital for dealing with difficulties to realize the objective by 2020," said Prof. Hu Angang, a prominent expert on China's national situation in Beijing."The new program will basically be in accordance with the principles of Scientific Outlook on Development," Hu said.Despite of high GDP growth for years, China still faces huge challenges in development, ranging from unbalanced economic growth pattern, widening gap between urban and rural areas and between different regions, to environmental problems as well as international trade protectionism."China's export-driven economic growth is unsustainable," said Justin Yifu Lin, World Bank Chief Economist and Senior Vice President."Transformation of the country's economic growth pattern should still be a major issue for the next five years, 15 years and even a longer period of time."The CPC Central Committee Political Bureau said in a last month's statement that transformation of the economic growth pattern should be based on improving people's livelihoods.President Hu Jintao has pledged to adopt "Inclusive Growth," a concept created and advocated by Asian Development Bank in 2007, for resolving social problems as a result of economic development.According to Hu, inclusive growth means to spread the benefits of economic globalization and development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.World Bank President Robert Zoellick said developing countries will play a more important role in balancing and stabilizing the world economy, and China's effort will be of great significance for restructuring the world economy after global downturn.A draft version of the proposals for the 12th five-year program has been offered to some delegates of the CPC's 17th National Congress and organizations outside the Party. The document was further revised based on their suggestions.Sources with the CPC said the proposals, accumulated from throughout the Party and other organizations, would become a guideline document for China's continued reform and opening-up process as well as socialist modernization.
