A majority of voters in Puerto Rico approved a non-binding referendum that supports elevating the island territory to statehood status.The referendum narrowly passed by a 52-48 margin.The question was not the first time voters weighed in on Puerto Rico statehood. Most recently, 97% of voters approved statehood in 2017, but the vote was boycotted by opposition parties.Several previous referenda were not a straight up statehood vote.Given Puerto Rico’s status, the territory does not vote on US senators or representatives, although the territory elects a non-voting member who can serve on committees. Puerto Rico also does not get a vote in the presidential general election, but the territory does get a say in the Democratic and Republican primaries.While Democrats would likely welcome the opportunity to make Puerto Rico a state, the likelihood of there being enough political support for Puerto Rico to be the 51st state is still doubtful. 956

A couple in North Carolina has been using the same set of numbers to play the state’s lottery for 26 years, and recently, that loyalty paid off.Terry Coggeshall and wife won more than 6,000 in the Cash 5 jackpot.“These are my wife’s numbers that we’ve been playing for 26 years,” said Coggeshall in a release from the North Carolina Education Lottery. “We started playing them in Florida when we lived there.”Coggeshall says their lucky numbers have gotten them close to the jackpot a few times. When picking up the check from the lottery headquarters he said, “I can’t wait to see my wife’s face when she looks at the check.”After state and federal tax withholdings, the Coggeshall’s will take home just under 0,000.“It’s very exciting,” said Coggeshall. “It takes a lot of stress off. It’ll be a good amount to put away to help with retirement.” 861

A Detroit police officer who was recorded punching a naked woman at a Detroit hospital has been suspended with pay pending an investigation.According to Detroit Police Chief James Craig, the Wayne County Prosecutor's Office has also started a criminal investigation into the officer's use of force.The incident started with a call around 6:45 p.m. local time on Wednesday. When officers arrived, they saw a naked woman on the street. Officers put her in a police car and took her to Detroit Receiving Hospital. According to Craig, the woman was not agitated during the entire ride to the hospital, and officers were able to cover her up. Craig said the officers did not handcuff her.Once at the hospital, the woman threatened hospital staff and security staff, spit on several employees, bit a security officer twice and tried to bite another police officer.Craig says an officer struck the woman several times, ignoring the Detroit Police Department's de-escalation tactics."The suspect had her back turned but the officer continued to punch," Craig said. "We have grave concerns for the officer's action."The department is investigating the incident, on top of the prosecutor's office, and they are in the process of downloading body camera videos. According to Craig, the officer is an 18-year veteran of the force, is a corporal, and has a good record. He hasn't had a complaint since 2015 and not does not have a "category one use of force incident"— when a use of force incident results in injury.The woman was treated for minor injuries at the hospital and had some minor contusions but is in stable condition.Officers have interviewed several hospital staff, but are in the process of trying to locate the person who took the video showing the use of force.According to Craig, the officer did undergo their mental health and emotional survival training twice in 2016 and once in 2015. He said the department has "above average" training when it comes to people who have a mental illness. 2018

A group of siblings are back together after being separated in foster care.A Texas couple with three biological children officially adopted the five siblings over a Zoom call in May, doubling the size of their family.Andi Bonura says she and her husband, Thomas, had been wanting to adopt after years of pregnancy issues. Their three existing children, Joey, Sadie and Daphne, were born premature. They also lost one child during a pregnancy and another died in the NICU.So, in 2017, the couple got licensed to become foster parents. Their first foster child was Bryson, who is now 2 years old. The couple then began fostering two of Bryson’s older siblings, David and Gabrielle.Eventually, the two final siblings, Thomas and Carter, started visiting the Bonura home and asked if they could also come live with them, according to Bonura.Bonura says that one day, she got a call saying their foster children’s biological parents were terminating their rights to the kids and they were given the option to adopt them. They said yes.Bonura says finally adopting the children was so freeing and felt wonderful.“We had been working so hard for years to get them all together, to bond as a family and it just feels so amazing to all of us, knowing we are a family, finally,” said Bonura.If you’re considering becoming a foster parent or adopting, Bonura says to do it if you can.“It will be the single most important and meaningful thing in your life,” she said. “The struggles to get to the place, your goal, is worth every tear. Because every struggle opens and teaches your heart how to help heal their precious innocent hearts. A Georgia high school teacher is under investigation after he was filmed telling a student he "might" shoot the kid in the head.Paul Hagan, a white physics teacher at Rockdale Career Academy, was filmed ranting against an unidentified black student, according to Atlanta's WSB-TV."Don't smile at me, man," Hagan is heard telling the student. "That's how people like you get shot."In the video, which WSB shared on Facebook, Hagan goes on to say, "I gotta bet by the time you're 21 somebody's gonna put a bullet right through your head. OK? And it might be me the one who does it."The video was apparently shot by another student.Officials at Rockdale Career Academy are investigating the incident.
