SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. SAN DIEGO (KGTV) -- The former Imperial Beach man convicted of molesting and strangling two young boys in 1993 has died of coronavirus, the California Department of Corrections and Rehabilitation said. Scott Thomas Erskine, 57, was sentenced to death in San Diego County in 2004 for the first-degree murders of 9-year-old Jonathan Sellers and 13-year-old Charles Keever.The California Department of Corrections said Erskine died from complications due to the virus at an outside hospital. He was on death row at San Quentin. Both Sellers and Keever disappeared while on a bicycle ride near their South Bay homes. Erskine lured the victims to an igloo-shaped “fort” of brush before molesting and strangling them.In March of 2001, Erskine was serving a 70-year sentence for raping a San Diego woman when newly-tested DNA linked him to the murder of the boys.Erskine also pleaded guilty to a second-degree murder for the Florida slaying of 26-year-old Renee Baker. SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) -- The battle between rideshare companies and drivers' unions is on the ballot in the form of Proposition 22. It's a way for companies like Uber and Lyft to push back against California's Assembly Bill 5, which classifies drivers as employees with benefits instead of independent contractors.The gig companies are fighting the state in court, so they haven't been following those rules since the law went into effect on Jan. 1. Now, the fate of drivers will be in the hands of California voters on Nov. 3.The Yes on 22 campaign is backed by Uber, Lyft, and Doordash.It would classify drivers as independent contractors.Drivers could work towards a stipend to help purchase their own health insurance.They would also get some hourly pay, but only during what's called "engaged time." Yes on 22 says engaged time starts from the moment a driver accepts a ride until they drop the passenger off. It does not include time drivers spend waiting for their next passenger."If you were to compensate for all the time the driver spent on an app, you'd have to force them to accept every ride that comes across which would eliminate their flexibility to choose when they want to work and how long they want to work," said Vetter.Driver Al Porche says that's exactly why he's voting yes."Times are great right now," said Porche. "I've been driving all this year. I switched over from transporting people to delivering food and meals or groceries."According to the New York Times, rideshare companies have spent more than 0 million promoting the campaign, making it the costliest in state history.A "No" vote on Prop 22 would continue the current ruling under AB 5, reclassifying drivers as employees with a swath of rights and protections.Tonje Ettesvoll is against Prop 22, warning it's deceptive if you don't look closely."When you look at all these ads on TV and social media, that is Uber and Lyft's voice, said Ettesvoll. "That is not the driver's voice."She's been driving full-time for four years in San Diego and says it's only gotten worse."They have cut my rate many, many times to the point where I'm driving from 40 hours a week to 60 with the same pay."Nicole Moore with Rideshare Drivers United says about 40% of the job is waiting for your next ride -- time Prop 22 wouldn't pay up for in terms of pay or benefit because it's not considered engaged time."This is work. Just because you're a cashier in a store and you don't have somebody checking out doesn't mean you're not paid," said Moore. "It is definitely helping the billionaires and the people who are running these companies but it is not helping the drivers."The Yes on 22 campaign says if the proposition doesn't pass rides will be harder to find and prices will go up. SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. This year they hope to raise 5,000.The 19-year tradition has a new name and has been filling the gap between city funds and SDPD's needs. 1957
