SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) — Phone and tuition scams have stole more than 0,000 from the UCSD community since July, university police warn.Police say in just two months, victims within the university community have collectively lost 2,000 to suspects claiming they were with law enforcement in their home country. The scammers would demand money or threaten the victims with detention.In the case of phone scams, scammers would call and pose as an IRA employee or officer claiming to have an open case or, for international students, law enforcement of their home country. International students should refer to their local consulate for any type of government communications.When it comes to reported tuition scams, police say scammers have been targeting students with promises of tuition reduction if they use a third-party service to pay their fees. Scammers often promise a 5% tuition discount and request the victims send the reduced tuition funds. The scammers then request the victim's university credentials to pay their tuition with fraudulent or stolen credit card info. But by the time credit card companies receive the information that the the payment was fraudulent, the scammers have already withdrawn the victims' funds.RELATED: The Venmo scam you should know aboutVictims are then left out of the money paid to scammers and still paying their own tuition.Police say students should never give out their personal information to anyone and work through UC San Diego-approved payment methods. According to Sharp Grossmont Hospital, the flowers were cut fresh from the hospital’s gardens and delivered to the 24 women who became mothers Sunday. The program, called “This Bud’s for You” is now in its 11th year. According to the hospital, the program was initiated by landscapers to cheer patients up. SAN DIEGO (KGTV) — Police are searching for a man they say snuck through a window into a Pacific Beach home and sexually assaulted a sleeping woman.10News met 25-year-old Christine Mansour, skateboarding along the beach.   The entrepreneur has lived in PB for the last three years, and so far, she loves her neighborhood. "There is a bit of homeless people honestly, but I've never felt unsafe," Mansour said. That is until a manhunt for a suspected rapist unfolded in her area. On Oct. 1, police said 55-year-old Jeffrey Hanze, also known as "Jeffrey Hanre," snuck into a home in the 900 block of Chalcedony Street, located off Mission Boulevard, just before 2 a.m. Once inside, police say he sexually assaulted a woman as she was sleeping, before fleeing the area in an unknown direction."I feel very sorry for her. I hope she is okay," Mansour said. Police said Hanze has been on the run ever since. We went to Hanze's Pacific Beach address nearby. Instead of Hanze, we met 75-year-old Janet Eveleigh, who told us she moved in eight months ago. Yesterday afternoon, she said police came over, searching for Hanze. "There were two at the door, and three over there, and they had guns," Eveleigh said. She told them she had never seen the man in her life. 10News also looked into Hanze's criminal past. We found he has at least two felonies out of San Diego, and was charged with several sex crimes in Arizona in 2011, including Public sexual indecency, indecent exposure to a person 15 years or more, and disorderly conduct. He is not listed as a sex offender.  Residents in PB said they feel uneasy, knowing Hanze is not behind bars.  1720

SAN DIEGO (KGTV) -- On the first day of Kwanzaa, the WorldBeat Cultural Center is hosting a free event. The event includes traditional libations, drum call, Karamu traditional feast and Kwanzaa poetry by Johnnierenee Nia Nelson. Doors open at 6 p.m. at the WorldBeat Cultural Center in Balboa Park for the free event. Kwanzaa is an African American holiday celebrated from December 26 through January 1. The center will be celebrating five of seven days of Kwanzaa with master of ceremonies, Tukufu Kalonji. Kwanzaa is based on the agricultural celebrations of Africa called “the first fruits,” which were times of harvest. 632
