SAN DIEGO (CNS) - California State Treasurer John Chiang will visit San Diego Tuesday as part of a five-city tour to announce the launch of CalSavers, the state's new retirement savings program.CalSavers will serve as a state-run retirement plan for private-sector workers at companies with five employees or more. State officials boast that accounts provided by the program are portable and paid for by payroll contributions. Gov. Jerry Brown authorized the program's implementation in 2016 and enrollment will open next July.Program guidelines require qualifying employers to enroll their employees in the program within the next five years, but employees themselves can opt out. State officials estimate CalSavers will help roughly 7.5 million California residents save for retirement."CalSavers' goal is to escape a vicious, societal circle, where each successive generation of Americans is on track to retire poorer than the last," Chiang wrote in a March opinion piece in the Orange County Register. "If we continue this trend by doing nothing, the strain on taxpayer funded health and human services likely would undermine the long-term financial stability of our state."The Howard Jarvis Taxpayers Association filed suit against the state in May over the program, arguing it violates federal law to establish a state- run retirement savings program. SAN DIEGO (CNS) - A woman was injured by a hit-and-run driver early Sunday while walking on the curb line of a street in the Midway District.The victim was walking at 2:56 a.m. in the 3800 block of Camino Del Rio West when an unknown vehicle struck her and fled the scene, according to Officer S. Foster of the San Diego Police Department.She was taken to a hospital for treatment of her injuries, Foster said.The Traffic Division of the police department is investigating the hit and run. 497

SAN DIEGO (CNS) - A woman who had more than three times the legal blood-alcohol limit when she crashed her SUV head-on into another vehicle while driving her three young daughters through Rancho Bernardo pleaded guilty Friday to felony child abuse and drunk driving charges. Mayra Alejandra Troncoso, 30, had a .29 percent blood-alcohol content when she drove on the wrong side of Camino del Norte on Nov. 12, 2018. Her SUV crashed head-on into an oncoming 2011 Jeep Liberty, causing severe injuries -- including a skull fracture and a brain bleed -- to her 9-month-old daughter, who was riding unrestrained. The defendant's 2-year-old daughter suffered facial injuries and her 8-year-old child broke a bone. The 57-year-old driver of the other car suffered broken bones, authorities said. SAN DIEGO (CNS) - A man who fired a pellet gun at Navy SEAL instructors and trainees conducting a nighttime training exercise near Liberty Station was sentenced on Thursday to a year in jail.Scott Douglass Weaver, 48, pleaded guilty last month to making an attempted threat on a witness and brandishing a replica firearm.Because of credit for time already served, Weaver will spend about 80 more days in local custody before being released, authorities said.Dispatchers received a report of a man shooting at Navy officers shortly before 10:45 p.m. on July 23 in the 2500 block of Laning Road and Weaver was arrested. No military personnel were injured, according to the Navy.Police did not say if Weaver had a motive for firing at the SEALs or if he was even aware of who he was shooting at.In light of the shooting, the Naval Special Warfare Command said it would evaluate its training procedures. SAN DIEGO (CNS) - A suspect in the strangulation death of a City Heights woman a half-century ago was behind bars Tuesday following his out-of- state arrest last weekend, San Diego police reported.John Sipos, 75, was taken into custody Saturday in Schnecksville, Pennsylvania, on suspicion of murdering 24-year-old Mary Scott, who was found slain at her home in the 4000 block of 39th Street on Nov. 20, 1969, according to Lt. Matt Dobbs."The investigators exhausted all leads at the time, and the case eventually went cold," he said.Recently, cold-case investigators identified Sipos as Scott's alleged killer via forensic genealogy, said Dobbs, who declined to disclose further information about the circumstances of the homicide.Sipos was being held at Lehigh County Detention Center in Allentown, Pennsylvania, pending extradition to San Diego. 856
