SAN DIEGO (KGTV) — City Councilman Scott Sherman's newly announced candidacy will alter the race to become San Diego's next mayor.Sherman, termed out from City Council, is the first household Republican to run to lead America's eighth largest city. Sherman announced he would run just before the Dec. 6 deadline to file for the March 2020 primary. Current Mayor Kevin Faulconer, a Republican, is termed out. In an interview, Sherman said he did not want the mayoral debates to be dominated by two big-name Democrats: State Assemblyman Todd Gloria and City Council President Pro-Tem Barbara Bry. Sherman says he'll run on a platform of reducing regulations to bring lower cost market-rate housing. He also wants to increase enforcement of crimes by the homeless, compelling them to seek help. Finally, he says he wants to reduce what he calls union control at City Hall. "Listening to the two major candidates there, I'm going, 'Well, things that I care about aren't being discussed so let's see what I can do,'" he said. The Mayor is officially a nonpartisan job, but Sherman is facing an uphill battle as a Republican. The Registrar of Voters reports as of Dec. 2, there were 324,883 Democrats to 162,979 Republicans. There were 238,221 decline to state voters. "You have to assume that Scott Sherman will get the majority, if not the vast majority of Republican votes, and pick up some independent votes," said political analyst John Dadian. "There's a very good chance that he will get in the runoff."The top two vote-getters, regardless of party affiliation, will move on to the November primary. In September, a 10News-Union-Tribune scientific poll showed Gloria leading Bry by a two-to-one margin, with 31 percent of voters supporting Gloria, and 15 percent supporting Bry. SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. During construction, nearby residents and businesses can expect intermittent lane closures, parking restrictions, construction noise, and dust. SAN DIEGO (KGTV) -- Callum Wagner rose up among the capacity crowd inside a University City ballroom Monday. He took the stage in front of hundreds, as they gave him a standing ovation."My mom keeps saying it's a big deal," said Callum, 12. "I don't like to talk about it."Callum's mom, Beverly Wagner, says she wouldn't be alive today if not for her son. That's why on Monday, Callum was one of three children honored as 2020 local 9-1-1 for kids heroes. It was July 1, 2019. Beverly had just got out of the jacuzzi in their Alpine home when she said she was feeling ill. Moments later, she was unconscious, suffering cardiac arrest. Callum was the oldest other person home at the time. He called 9-1-1, and Heartland Dispatcher Kim Gonzales picked up. "All I remember hearing him say was, his mom is dead, and at that point, it's go time," Gonzales said. For the next eight minutes waiting for first responders, Gonzalez instructed a desperate Callum how to deliver C.P.R. "She's not breathing," Callum told her on the phone call."It's OK, keep doing 1, 2, 3, 4. 1, 2, 3, 4," Gonzales responded. It was Callum's first time delivering C.P.R. He did it so well that Beverly made a full recovery, with no brain damage. "He did a great job because he broke my ribs, and that kept me alive," Beverly said. "They said that's a good sign of CPR."Beverly says Callum deserves all the accolades. During the 9-1-1 call, Callum told Gonzales that his mom was going to die.
