SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. RELATED: Fed cuts interest rates for the first time since recessionThe good news is that the report predicts an economic rebound, growing again to 2.1 percent in the fourth quarter of 2021. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year. There's more good news. The Federal Reserve Wednesday lowered interest rates for the first time since the Great Recession in 2008 to help prevent an economic downturn. 1936

But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday. Crowell's salon is not one of them.Also on Friday, Bernardo Winery announced it would defy the order and reopen for socially distant on-site dining this weekend, saying in a statement it is basing the decision on its employees, who have suffered amid the shutdown.Under the order, restaurants are limited to takeout only, while bars, wineries and salons must close.Gyms and religious organizations can operator outdoors.Retail can stay open at 20 percent capacity. 1779

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. As of late last year, the city’s independent business analysis said the commission could cost between .1 to .3 million per year, depending on staffing. 1516

  

SAN DIEGO (KGTV) -- Health officials are asking residents, schools, and businesses to prepare for the novel coronavirus. In a message posted on County News Center Thursday, the county urged people to prepare “for a potential outbreak” of the virus. “It’s important for everyone to educate themselves and their family and be prepared in case the new coronavirus makes its way to San Diego County,” said Chairman Greg Cox, County Board of Supervisors. “It’s also important for people not to panic as the risk for this new virus and the disease that it causes continues to be low.”RELATED: San Diego County AT&T store worker's initial coronavirus test comes back positiveBelow is list of what health officials say you can do to prepare: Store a two-week supply of food, beverages and water, including food for family pets. Ensure an adequate supply of prescribed and routine medications are on hand.Plan ways to care for those who are at greater risk for serious complications and who will take care of sick family members.If you have family members with increased risk of getting seriously sick, check with your medical providers about symptoms and treatment.Create an emergency contact list of family and friends, teachers and employers.Have a plan in case your school, child care, or employer closes temporarily.Talk with your children, family, and friends about what to do if an outbreak occurs and what each person would need.Those who own businesses can also take steps to prepare for the virus, the county says. RELATED: San Diego County officials to address efforts to prepare for coronavirusBelow is a list of things businesses can do to equip themselves for coronavirus: Encourage sick employees to stay home if they have symptoms of acute respiratory illness.Make sure your sick leave policies are flexible and consistent with public health guidance and that employees are aware of them.Have a plan in place should a large number of employees get sick or need to work from home.Sick leave policies should be flexible and permit employees to stay home if they need to care for a sick family member.If an employee shows up to work sick or becomes sick during work hours, separate them and send them home.Encourage sneezing and coughing etiquette and hand hygiene by all employees.Perform routine cleaning of all frequently touched surfaces in the workplace, such as workstations, countertops and doorknobs.Symptoms of coronavirus are similar to that of other seasonal illnesses and include fever, cough, and shortness of breath or difficulty breathing. The CDC believes symptoms of the virus may appear in as little as two days or could take as long as 14 days to appear post-exposure. 2700

  

SAN DIEGO (KGTV) — For the first time in San Diego Zoo history, an echidna baby, commonly referred to as a puggle, has hatched at the San Diego Zoo Safari Park. Zoo officials say the tiny animal is estimated to have hatched on Feb. 14, 2020. Echidnas only breed once a year, before the mother lays an egg about the size of a grape and keeps it in a pouch in her abdomen. After seven to 10 days, a tiny puggle smaller than a jelly bean hatches. It attached itself to hairs within the mother's pouch, where it feeds on milk. Around six to eight weeks old, the puggle develops spike spines and the mother places it in a specially made nursing where she feeds it every three to six days.The puggle's mother, named Orange, and father, Shaw, also reside at the Safari Park. The tiny, spiny Australians species will spend most of its day sleeping, growing, and developing in its burrow.“We are thrilled and excited to welcome our first-ever echidna puggle at the San Diego Zoo Safari Park,” said Savanna Smith, wildlife care specialist, San Diego Zoo Safari Park. “It is an honor to care for this little one, as we learn more about this species’ reproduction through this puggle’s hatching. Mom and puggle are doing extremely well, and we will continue to monitor the puggle’s progress until it is ready to venture out on its own.”Echidnas are one of only two Australian mammals that lay eggs, the other being a platypus. They are notoriously difficult to breed in managed care, the zoo adds, making this even more momentous for the zoo.The sex of the animal has yet to be determined.It is expected that the young puggle will start venturing out on its own at about six to seven months old. Guests will however be able to see adult echidnas on occasion in the animal ambassador area in the park's Walkabout Australia habitat. 1827
