SAN DIEGO (KGTV) - One person is dead after being struck by an Amtrak train near the Sorrento Valley train station Saturday afternoon, the San Diego Sheriff's Department said.Amtrak has called this a "trespasser incident." Pacific Surfliner trains 583 and 785 are severely delayed, Amtrak reported. The medical examiner is on the scene, and San Diego Police and sheriff's deputies are investigating the incident.No other details are available at this time. This is a developing story. 10News will update as information becomes available.   572

SAN DIEGO (KGTV) - More local employees are losing their employer health insurance benefits during the COVID-19 crisis.10News was contacted about employees at the San Marcos Veterinary Clinic who were apparently working just as many hours but their medical benefits have been dropped.10News spoke to the owner of the clinic on Thursday who said she was forced to make the tough and emotional call to drop her 13 employees' health benefits, including her own, in order to keep them on the payroll and keep the clinic’s lights on during the pandemic. She said the decision was made out of desperation. Not greed.On Thursday, 10News interviewed Anthony Wright with Health Access California, a consumer advocacy group. “A stay in the hospital for say seven or ten days on a ventilator, which is the treatment for having a severe case of this virus, could be in the tens of thousands of dollars if you're not covered” he told 10News.So, what if you lose your coverage during the pandemic? Wright told 10News that Californians can try COBRA, which temporarily extends your same employer-based health plan, but there’s a downside. “That's a very expensive option for most people,” he added.Wright said a better option could be Covered California, the state's health insurance marketplace that allows individuals to buy coverage at federally subsidized rates.Covered California’s open enrollment period has been extended through June, amid concerns over the virus. “How much Covered California costs is very much dependent on your current income. It's a percentage of your income on a sliding scale,” he said. SAN DIEGO (KGTV) - People looking to sell their home may be leaving thousands of dollars on the table by not renovating before listing, mainly because money is tight during the Coronavirus pandemic.Now, a San Diego-based company wants to help.Renovating Lives will pay for renovations up front to increase the value of a home before it sells."A lot of the people that we help are in horrible financial situations," says CEO Greg May. "They're they're they're stuck with being taken advantage of by vulture investors."May's company works with the homeowners on a renovation plan and then covers the costs.Homeowners pay the company back when the house sells, along with financing and administrative fees."There are 10s of thousands of properties out there that need work, that are deferred maintenance or just dated," says May. "If people had to sell them as is, they would be leaving 10s of thousands of dollars on the table."May says his company can typically increase a home's value by an average of 5,000.That's what happened with owner Bill Stutzer. After his wife passed away, he wanted to sell his 5-bedroom home as is, listing for around 0,000.But a smaller house across the street sold for nearly 5,000 after some renovations. Stutzer didn't know what to do with his home until he called Renovating Lives."I didn't want to do anything," he says. "I was just going to leave my house, as is, and try and sell it, and soon realized that wasn't going to I wasn't going to cut it... It turns out that if you put a little bit upfront and and get some things done it, it magnifies the bottom line."May's company helped Stutzer redo his home from the inside out, with new flooring, paint, doors, lighting and more. It would up selling for 0,000."My reaction was, wow, this is a modern house. This house could be in a magazine. I absolutely could not believe it. I couldn't believe my eyes," he says.May says Stutzer's home is a best case scenario, but he wants to give hope to others in a similar situation."I want more people to understand there is hope out there, you don't have to sell your house for pennies on the dollar to a profiteer," says May. "I will help you fix up that house and put the cash in your pocket."May says this is especially important now, as people may decide to save money during the pandemic by not renovating before selling. He says its best to take advantage of the housing market while it's still high."Don't wait until it's too late, until they burn through their nest egg, and they're in foreclosure and their credit's being hurt," he says. SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. The development director says the earliest the project could be complete is 2022. 1145

  

SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166
