SAN DIEGO (KGTV) -- The world's smallest surviving baby went home healthy after being delivered at a San Diego hospital at only 23 weeks. Saybie was delivered in December of 2018 at 23 weeks and three days at San Diego’s Sharp Mary Birch Hospital for Women and Newborns. According to the hospital, Saybie’s mother gave birth after experiencing severe pregnancy complications. When she was born, Saybie weighed 8.6 ounces, about as much as a large apple, according to the hospital. After her birth, the hospital’s life support team rushed to stabilize her before she was taken to the neonatal intensive care unit. Saybie was sent home in mid-May at a healthy 5 pounds. "No one expects their baby to be born with complications," said Trisha Khaleghi, senior vice president and chief executive officer at Sharp Mary Birch. "But when the unexpected occurs, Sharp Mary Birch is equipped with the latest technologies, equipment, research and specially trained experts to care for even the world's smallest baby."The hospital released the below video Wednesday: 1066

(AP) — The U.S. House of Representatives passed a bill Wednesday that would grant legal marijuana businesses access to banking, a measure that would clear up a longstanding headache for the industry.The bill, called the SAFE Banking Act, passed 321-103 on the strength of near-unanimous support from Democrats and nearly half of Republicans. Its prospects in the Senate are uncertain, but supporters said the amount of Republican support in the House was a good omen."This is a sign the time has come for comprehensive cannabis reform," said Morgan Fox, a spokesman for the National Cannabis Industry Association. "The fact that we got almost half the Republicans is a huge sign we're moving in the right direction toward sensible policies."Thirty-three states have legalized cannabis for medical or recreational use, but the federal prohibition on the drug has made it difficult for businesses in the multibillion-dollar industry to get bank accounts, loans and other financial services.The bill would allow businesses legitimately operating under state laws to access loans, lines of credit and other banking services, while sheltering financial institutions from prosecution for handling marijuana-linked money.More financial institutions began banking with the industry as legalization spread and as the Obama administration instituted policies that allowed them to do so, with some important caveats, but the Trump administration rescinded those guidelines under former Attorney General Jeff Sessions.Many pot businesses have had to conduct sales and pay vendors or taxes in cash, making them potential robbery targets.Supporters of the banking bill, including Democratic Reps. Denny Heck of Washington and Ed Perlmutter of Colorado, characterized it as a public safety measure. In urging lawmakers to vote yes, Heck relayed the story of a 24-year-old Marine veteran, Travis Mason, who was shot and killed during a robbery of a dispensary in suburban Denver in 2016."Because the federal law did not allow for that business to be banked, to be within the guardrails of the financial system, an evil person walked in that night and shot Travis dead," Heck said. "That does not have to happen. It is not hypothetical."Opponents said it would facilitate the spread of marijuana. In a written statement, Kevin Sabet of the anti-legalization group Smart Approaches to Marijuana, noted that hundreds of people have been sickened and several have died after using marijuana vaping products."Surely this is not the time to reward Big Marijuana with investment opportunities," Sabet said. "Granting this industry access to banks will bring billions of dollars of institutional investment from the titans of addiction and vastly expand the harms we are already witnessing." 2775

  

 It`s the one thing you don`t think will ever happen.A Cumberland County, Pennsylvania couple who wishes to remain anonymous went to the new Gilligan's location on Carslile Pike, only to come back home with the wrong Members First debit card."It was just crazy busy, and we went to pay, it took a little bit but we were understanding, we left not thinking anything of it," added receiver of wrong card.She says in the days following, she and her husband tried to use what they thought was their card for purchases, but it only worked once or twice before it started to decline."We kept putting the pin in and I was like I know my pin, I use it all the time, why isn`t this working?! And it just never dawned one me to check the name just because it looked like my card. Before it declined it, we were able to pump gas with this card," she added.That`s when she and her husband realized something was wrong."We looked down at the card and saw that it wasn`t our name on the card, same bank, same color card, same everything, just not our name," said receiver of wrong card.So they traced their steps back and found out Gilligan's Carlisle pike had their card and luckily, it had not been charged.But what about the money they accidentally charged on the other person's card?We`re trying to make it right and just pay that back the guy because it wasn`t our card, it`s not right," she said.Al Pioppo at the Members First headquarters in Cumberland County says they are doing the right thing."That`s fantastic that they did go the extra step and it makes our job a lot easier, we don`t have to file a dispute for the member and if we can make the other member whole that`s fantastic," said Al Pioppo, Vice President of card services at Members First.He says situations like these happen more often than not."Not everybody`s honest," said Pioppo.And there are things to keep in mind if it happens to you.First, call your bank."We can check into the account, we`ll notify the member and then we can shut down the card immediately so that it can`t be used by anybody," he added."I think it`s so important to be honest. "You might want to step back," said Darryl Clinton as yet another explosion boomed nearby.He seemed to know exactly what that sound meant. A fissure that violently cracked open the earth's surface was spewing more lava and, possibly, more lava bombs -- flying chunks of molten rock.Clinton spoke to CNN on Friday, while defending two homes in Pahoa roughly 100 yards from the unstable fissure that's been erupting for more than a week now.Even to get from one house to another takes a life-or-death game of frogger.Clinton pointed to the remains of one lava bomb purged from a nearby fissure that landed just inches from a friend's house. The yard was littered every few feet with with fallen lava, but Clinton wasn't worried about getting hit by the hunks of molten rock."It's almost like catching a football," Clinton said in describing how to avoid being hit. "But you don't want to catch this football."Armed with just a fire extinguisher and a garden hose, Clinton has been defending the homes that belong to friends.He's been spraying down the burning lava bombs that hit the houses to prevent them from catching fire. Heaps of flaming rock have already shattered windows and destroyed a septic tank -- setting it ablaze with a blue flame of burning methane gas.A day later, Clinton fell victim himself -- distracted by his cell phone for mere moments, when a bowling ball-sized lava bomb hit him in the leg while he was standing on the porch.His friend and ex-wife Lisa Roach was nearby and able to take him to the hospital. She had been helping him defend the homes -- the pair were keeping watch in shifts.Roach told CNN she believes the intense heat of the lava bomb actually cauterized the wound, preventing it from bleeding more than it did.The burning projectile also set Clinton's porch ablaze, but a neighbor managed to extinguish it. Clinton is currently in the hospital, recovering. Roach said he can already wiggle his toes, but won't be able to put weight on his injured foot for at least six weeks.He's had two surgeries already, and will likely have more, but is expected to recover. 2112
