XI'AN, Nov. 16 (Xinhua) -- Chinese Vice President Xi Jinping has called for more efforts to carry forward the Yan'an Spirit and stay realistic and pragmatic to build the Party.     Yan'an, a city in northwestern Shaanxi Province, served as the CPC-led revolutionary base during the 1930s-40s before the Communist Party of China (CPC) took power in 1949.     To promote the Yan'an Spirit, the primary thing is to adhere to correct political direction, said Xi, also a member of the Standing Committee of the CPC Central Committee Political Bureau, during a tour in Shaanxi from Nov. 13 to 16. ASHGABAT, Dec. 14 (Xinhua) -- Chinese President Hu Jintao's visit to Central Asia has been fruitful, Chinese Foreign Minister Yang Jiechi said Monday.     Hu has reached broad consensus with leaders of Central Asian countries on strengthening political mutual trust, deepening practical cooperation, and promoting communication and coordination in multilateral organizations, Yang told reporters.      CHINA-KAZAKHSTAN STRATEGIC PARTNERSHIP PROMOTED Chinese President Hu Jintao (L) meets with Kazakhstan's President Nursultan Nazarbayev in Astana Dec. 12, 2009. During his visit to Kazakhstan, the Chinese leader reached agreement with his Kazakh counterpart, Nursultan Nazarbayev, on promoting the Sino-Kazakh strategic partnership, said Yang, who was accompanying Hu during his visit.     Hu made five proposals: strengthening political mutual trust, deepening cooperation in the energy sector and other sectors, enhancing financial cooperation, and expanding cultural cooperation.     Hu expressed China's willingness to work with Kazakhstan and support each other on issues concerning their core interests, and push forward practical cooperation in various areas.     Nazarbayev said he highly valued the important role of China's good neighborly foreign policy in promoting peace, security and development in Asia and the world.     The two leaders agreed to further promote practical cooperation between China and Kazakhstan in various fields, and strengthen cooperation in important organizations and frameworks such as the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-building Measures in Asia (CICA), Yang said. 

BEIJING, Dec. 7 (Xinhua) -- China would continue to adopt the proactive fiscal policy and moderately easy monetary policy next year and endeavor to improve the economic growth quality, according to the Central Economic Work Conference Monday.     Chinese President Hu Jintao and Premier Wen Jiabao addressed the meeting, which is held once a year to set the tone for economic development during the next year.     It was agreed at the conference that 2010 is the last year in the counry's 11th five-year plan, and to do a good job in the country's economic and social development next year was of great importance to dealing with the impact of the international financial crisis successfully in an all-around way and laying a sound foundation for China's 12th five-year plan. SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday the U.S.-China cooperation enables both countries to be more prosperous and more secure and that young people are the best ambassadors.     Obama had a dialogue with 500-strong Chinese college students Monday afternoon in the Shanghai Science and Technology Museum, a highlighted activity in the first stop of his four-day maiden trip to China since taking office in January.     He covered a wide range of topics, notably the outlook of Sino-U.S. cooperation and youth exchanges between the two countries, while delivering opening remarks and answering questions from the students and Chinese Internet users.     POSITIVE SINO-U.S. TIES     Obama said China is a nation that encompasses both a rich history and a belief in the promises of the future and that the same can be said of the relationship between the two countries. The Shanghai Communiqué signed 37 years ago opened the door to a new chapter of engagement between the governments and the people of the two countries, he said.     "Today we have a positive, constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time: economic recovery, development of clean energy, stopping the spread of nuclear weapons and the surge of climate change, and the promotion of peace and security in Asia and around the globe," Obama said.     "We have seen what is possible when we build on our mutual interests and engage on the basis of mutual respect."     The success of that engagement depends on understanding, on sustaining an open dialogue and learning about one another and from one another, he said.     "Our relationship has not been without disagreement and difficulties. But the notion that we must be adversaries is not predestined," Obama said, noting that the two countries "share much in common" while they are "different in certain ways."     He said one country's success need not come at the expense of another.     "That is why the United States insists we do not seek to contain China's rise; on the contrary, we welcome China as a strong and prosperous and successful member of the community of nations, a China that draws on the rights, strengths and creativity of individual Chinese like you," Obama said to the students.     YOUNG PEOPLE BEST AMBASSADORS     Obama announced in his speech that the United States would further expand its youth exchanges with China by increasing the number of students studying in China to 100,000.     "These exchanges mark a clear commitment to build ties among our people, as surely as you will help us determine the destiny of the 21st century," he said.     He said young people in China and U.S. are the best ambassadors and that cooperation between the countries should go beyond the governments.     "I believe strongly that cooperation must grow beyond our government. It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama said.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech. 

BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.
