Hundreds of flights were canceled and 14 million people were under a blizzard warning Sunday as a storm brought snow, wind and rain to large stretches of the Midwest.Kansas Gov. Parts of New England could see snow, while cities along the coast are forecast to receive heavy rain.Also, 17 million people are under wind advisories. Sustained winds of between 30 and 45 mph are anticipated, with the possibility of 65 mph gusts.The storm's impacts have been felt already by travelers on the final days of the Thanksgiving holiday rush. Following the announcement, 10-year Treasury yields and mortgage rates both shot up.If the U.S. government approves the Pfizer vaccine, mortgage rates likely will start to rise, experts predict. This would exacerbate an already expensive housing market.“If the vaccine is approved, I would expect Treasury bond yields to move above 1% by 2021,” says John Lonski, markets economist at Moody’s Analytics. Ten-year yields are currently below 0.90%. “A vaccine will lead to an upturn in economic activity and business activity. Even if the Fed keeps the federal funds target in the current range, yields will rise, which means mortgage rates will, too.”Lower rates means more buying power; however, the large gains in home values have canceled out monthly savings. In fact, comparing starter home prices in the fourth quarter of 2019 with current starter home prices and their respective mortgage rates, today’s buyers will pay slightly more in monthly payments but could save tens of thousands of dollars in total interest paid.Home Prices Are RisingMedian single-family home prices climbed in all 181 metropolitan statistical areas tracked by the National Association of Realtors (NAR), according to its latest report. The double-digit year-over-year gains were most prominent in the West (13.7%), followed by the Northeast (13.3%), the South (11.4%), and the Midwest (11.1%).Median home prices on existing single-family homes shot up to 3,500, 12% higher from this time last year. This means that home prices are growing four times as fast as median family income.“Favorable mortgage rates will continue to bring fresh buyers to the market,” said Lawrence Yun, chief economist at NAR. “However, the affordability situation will not improve even with low interest rates because housing prices are increasing much too fast.”A colossal 65% of the areas measured (117 areas out of 181) saw double-digit price growth year-over-year.Although there’s strong growth in both urban and suburban areas, the data shows that less densely populated places are still performing better than packed cities in terms of homes sales and values. But some economists warn that with a vaccine on the horizon, the economy will snap back quickly thanks to a strong foundation going into the pandemic and could leave some homeowners with buyer’s remorse.“People are frightened. They’re running out of cities and going to suburbs. This fear-driven demand for housing is dangerous,” says Lonski, the Moody’s economist. “What happens to housing when Covid-19 is behind us? A lot of people will discover that they paid a little too much for homes. Unless you absolutely have to move, you should take a cautious approach to buying a home right now.”Look to New Construction to Help Slow Home Price GainsHousing affordability has been an issue for a few years now as residential construction has lagged behind demand, creating an enormous imbalance in the market. At the beginning of 2020, construction was picking up but Covid pushed a pause button on activity.The good news is that new residential construction is beginning to ramp up again. In September, housing starts were up by 11% year-over-year. According to the recent Dodge Data & Analytics 2021 Construction Outlook, U.S. construction starts are projected to increase by 4% next year, to 1 billion.“Construction has recaptured some of the momentum it lost at the beginning of the year, so that will be good for inventory,” says Danielle Hale, chief economist at Realtor.com.Hale says that inventory is really the only thing that can hit the brakes on rapid price growth, discounting other possibilities like baby boomers downsizing and expanding the pool of inventory as a meaningful solution.“As far as boomers moving and downsizing, we haven’t seen a lot of that,” Hale says. “We expect the biggest help on the inventory side to come from new construction. It’s not going to be completely easy—there will still be affordability challenges. We don’t expect prices to decline; instead price growth will just slow and get in line with wages.”What Homebuyers Should Consider Before BuyingThe five-year rule is the first thing you should consider before buying, which is a general calculation that shows when you’ll break even from closing costs.If you plan on moving within five to seven years, you’ll likely lose money on the sale—unless home prices jump up dramatically, which is not something buyers should count on.For homebuyers who plan on staying in the home long-term, there’s more time to build equity and make up for those hefty closing costs, which can equal about 2% to 5% of the purchase price.“Don’t get carried away by the madness of crowds. In the back of your mind you should be asking yourself: ‘Can I sell this property, if I have to, without losing too much?,’” Lonski says.To determine whether you can truly afford the house, consider taxes, insurance and repairs, in addition to the cost of the mortgage, which will vary based on your credit score, the type of loan you take out and the amount you put down towards the purchase out of pocket.Leslie Tayne, founder and head attorney at Tayne Law Group in New York, advises buyers to keep expenses at 30% of your income.“For example, when an individual has enough savings for a 20% down payment (to avoid private mortgage insurance), the mortgage payment is no more than 28% of their monthly income, and they have a 700+ credit score, buying a house can be a good financial move,” Tayne says. “Buying makes sense, too, when the value of the home decreases or there is an opportunity to purchase a property that is below market value.”Related: Compare Personalized Mortgage Rates From 6 Lenders 6919

He allegedly shot three demonstrators, two of them died.Rittenhouse was arrested at his home and faces five criminal counts including intentional homicide and reckless homicide.On a visit to Kenosha, President Trump visited with police officers and business owners whose stores had been damaged by protesters. He said he did not meet with the Blake family because they wanted a lawyer present for the meeting.Lindsay pressed Trump Jr. on why the administration has not spoken out about what happened to Blake, or the demonstrators who were shot."But why hasn't the Trump Administration or President Trump condemned what happened in Kenosha with Kyle Rittenhouse… coming across state lines and… murdering two people and injuring another [at a protest]?” Lindsay asked.“We're waiting for due process. We're not jumping to a conclusion… If I put myself in Kyle Rittenhouse['s shoes], maybe I shouldn't have been there. He's a young kid. House Democrats held a heated debate Tuesday over a push to impose term limits?on some of their leaders, ultimately deciding to table the discussion until incoming freshmen members can take part in the conversation next month."There's some strong feelings in the room, but we're not going to deal with it today," Rep. Debbie Dingell of Michigan said while leaving the caucus meeting.House Minority Leader Nancy Pelosi of California, as she seeks to shore up support for her speaker bid, is in active conversations with Rep. Ed Perlmutter of Colorado, a leader of the small group of Democrats attempting to block her from the speakership because they want to see new leaders at the top.Perlmutter and his allies are pushing for Pelosi to back a proposal for term limits on senior Democratic leadership positions. While the talks at one point also included term limits for lower-level leadership roles and committee chairs, sources close to the discussion say the conversation has narrowed to a focus on the top three leadership positions.Broadly, the idea of term limits is a contentious topic among Democrats, where a divide exists between those eager to see a new generation of leaders and those who say seniority and experience matter.Incoming House Majority Leader Steny Hoyer of Maryland, who's been in Congress for three decades and served as majority leader when Democrats last held power, passionately decried the idea of term limits on Tuesday.Hoyer said six times that he doesn't support term limits and noted he had repeatedly cosponsored legislation in the past that called for repealing term limits for the presidency."I'm against term limits, because I have a term limit. It's a two-year term limit," Hoyer told reporters. "Every year the citizens that I represent and the members in this House have to re-up my contract."Asked how he feels about Pelosi entertaining the idea of term limits in her negotiations, Hoyer was frank."She's not negotiating for me," he said.Multiple Democrats said the debate in the caucus meeting Tuesday was a broad discussion over the idea of term limits in general, rather than any specific proposal with positions and a set number of terms in mind.Emerging from the meeting, many members expressed some openness to the idea but wanted to see a concrete proposal first."I don't think it's a bad idea. I don't see any downside," said Rep. Bill Pascrell, a New Jersey Democrat. "It keeps people looking forward. I tend to support it right now.""My conceptual thought on this, I think the American people hired us to be the majority in part to bring some change to Congress," said Rep. Raja Krishnamoorthi, an Illinois Democrat. "And therefore we have to figure out how we can put more people in positions of responsibility so they can gain skills to assume leadership in the future."Pelosi, Hoyer and Rep. James Clyburn of South Carolina have been the top three House Democrats for more than a decade, and the trio was recently nominated by the caucus to maintain their positions in the next Congress -- despite some opposition in the party to their long-running places at the top.If Pelosi ultimately supports some sort of term limit, it's unclear how many votes she would win among her detractors, but it could potentially help her get close to or over the 218-vote threshold she needs to win the speakership on the floor.Pelosi, who explored the idea of term limits for committee chairs in 2015, told reporters last week she was "sympathetic" to the concerns of those who'd like to see limits but said it was a matter to be debated by the caucus.Even if Pelosi supports a proposal, it would need to be voted on by the entire caucus, which is already divided on the broader idea of term limits.Some of that opposition can be seen in the Congressional Black Caucus."The CBC has had, it's no secret, a long history of supporting seniority," said Rep. Joyce Beatty of Ohio, who recently elected vice chairwoman of the caucus. "Let's not change the rules when you have women who have finally gotten there, when you have African-Americans -- and why do we make a big deal at this point in time in history that we want to change the rules?"Noting the concerns voiced in Tuesday's meeting, Beatty said she felt confident that "Pelosi will work in the best interest of the entire caucus and not just a minority of the caucus."Rep. Cedric Richmond of Louisiana, chairman of the Congressional Black Caucus, said he's against all term limits, describing the idea as "a solution to a problem that doesn't exist.""She's talking to those guys, but that doesn't mean the caucus has to vote for it," Richmond said, referring to Perlmutter and his allies. "And I think that all she's committing is that she'll support it or something, so we'll see what happens. But at some point those guys got to put all this silliness to bed so we can start governing."While term limits is an idea that could potentially get some Pelosi opponents on board for her speaker bid, others say they won't be deterred from seeking a change at the top.Rep. Kurt Schrader, an Oregon Democrat who's an outspoken critic of Pelosi, said term limits wouldn't be enough to tamp down his quest to see her go."I don't see it happening, frankly," he said of the term limits idea. "Blowback has been significant, as you might imagine. I'm anticipating that we still have the votes to stop her from becoming speaker." 5439

  

In a sharp turn of events, a San Francisco judge denied Monsanto's request to nix a 0 million award to a man who said he got terminal cancer from Roundup weedkiller.But she's also slashing that man's punitive award down to about million.Former school groundskeeper Dewayne Johnson was the first cancer patient to take Monsanto to trial, claiming Roundup gave him non-Hodgkin's lymphoma.Jurors sided with Johnson and awarded him 0 million in punitive damages (to punish Monsanto) and about million in compensatory damages (for Johnson's lost income, pain and suffering).The jury's verdict came in August. But on October 10, the tide appeared to turn in Monsanto's favor.That's when Superior Court Judge Suzanne Bolanos issued a tentative ruling granting Monsanto's request for a JNOV -- a judgment notwithstanding verdict. That's basically when a judge in a civil case overrules the jury's decision.Bolanos said the plaintiff "presented no clear and convincing evidence of malice or oppression to support an award of punitive damages." In other words, Johnson's entire 0 million punitive award was in jeopardy.The judge gave attorneys on both sides a few days to respond and further make their cases.When she issued her final ruling Monday, Bolanos reversed her tentative ruling and denied Monsanto's request for a JNOV.But it wasn't a complete victory for Johnson. Instead of 9 million in combined damage awards, Johnson is slated to get a total of about million.Bolanos said the punitive award was too high and needed to match Johnson's million compensatory award."In enforcing due process limits, the court does not sit as a replacement for the jury but only as a check on arbitrary awards," Bolanos wrote in her ruling Monday."The punitive damages award must be constitutionally reduced to the maximum allowed by due process in this case -- ,253,209.35 -- equal to the amount of compensatory damages awarded by the jury based on its findings of harm to the plaintiff."Monsanto had also requested a new trial on the punitive damages. The judge said that request will be denied if Johnson accepts the smaller punitive award. If he does not accept the million punitive award, then a new trial would be set.The 1 million plummet in Johnson's punitive award caught some legal experts by surprise, including University of Richmond?law professor Carl Tobias."I am somewhat surprised, but the punitive damage award was high even though the (percentage of) reduction was steep," Tobias said.
