SAN DIEGO (KGTV) - 10 years ago, a Poway teen disappeared during a jog, and a collective sense of security was never the same. What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. A run celebrating Chelsea's memory was held for eight years, before coming to an end.In 2014, Chelsea’s brother Tyler King directed a documentary he called “Chelsea’s Light: A Brother’s Journey.” "She is with us. That's the best I can tell you. She drives us every day to smile, to see life in a really beautiful way," said King.For Cave, a decade after the arrest of her daughter's killer, her grief is still complicated."It gets easier, but it still hurts ... I do good sometimes and then my emotions get all screwed up," said Cave.Cave says her she's still forging her daughter's legacy. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

SAN DIEGO (KGTV) -- 10news continues the discussion of climate change ahead of next week's United Nations Climate Summit, with a focus on something San Diegans know all too well: wildfires.Climate change is increasing temperatures and decreasing precipitation which is increasing the frequency and intensity of extreme fire events."It’s predicted that the total area burned will increase by 50% or even as high as 100% over the coming century. We’re going to see more fires, and more dangerous fires and more deadly fires, " says Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Climate Central analyzed 45 years of U.S. Forest Service records of large wildfires and found there are three times more major wildfires burning across the west each year than in the 1970s. The annual area burned has increased six-fold with wildfire season lasting an average of 105 days longer, research showed.RELATED: Climate Change: Living in a warming worldIn California, there have been more large fires, burning more acres, particularly in warmer years. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739
