EL CAJON (CNS) - A passenger in a vehicle was killed Sunday when its driver left the roadway in El Cajon and struck a light pole.The male victim was pronounced dead at the scene, the El Cajon Police Department reported.The driver allegedly was speeding westbound on Chase Avenue when the vehicle hit the pole near Wilson Avenue. Police and firefighters were dispatched at approximately 6:45 a.m. to the crash scene in the area of Chase and Wilson avenues.The driver was extracted from the vehicle, treated at the scene and then taken to a local hospital, police said. EL CENTRO, Calif. (KGTV) - Church leaders in San Diego, El Centro, and Brownsville, Texas were arrested Tuesday on suspicion of subjecting homeless people to forced labor, according to U.S. Department of Justice officials.U.S. Attorney for the Southern District of California Robert Brewer said those charged coerced the victims to give up their welfare benefits and forced them to panhandle up to 54 hours a week.Twelve people said to be leaders of Imperial Valley Ministries (IVM) are charged with conspiracy, forced labor, document servitude, and benefits fraud, said Brewer.“The indictment alleges an appalling abuse of power by church officials who preyed on vulnerable homeless people with promises of a warm bed and meals,” said Brewer. “These victims were held captive, stripped of their humble financial means, their identification, their freedom, and their dignity.” IVM is headquartered in El Centro and operates about 30 churches in the U.S. and Mexico including locations in Las Vegas, Phoenix, Los Angeles, Santa Ana, and San Jose. The church’s stated purpose is to “restore” drug addicts at faith-based rehab homes, the Department of Justice said in a news release. The church operated one group home in Chula Vista, along with others in El Centro and Calexico. Many victims were recruited in San Diego, officials said. Defendants include Jose “Chito” Morales of San Diego, Ana Robles-Ortiz, Jose Gaytan, Sonia Murillo, Arnoldo Bugarin, Azucena Torres (aka Susana Bugarin), and Sergio Partida of El Cajon, and Victor Gonzalez, Susan Leyva, Jose Diaz, Mercedes Gonzalez (aka Mercy Diaz), and Jose Flores of Brownsville, Texas. IVM leaders allegedly “inducted many to participate with offers of free food and shelter with the false promise that victims would be provided with resources to eventually return home,” according to the DOJ. The homeless people would check in to the homes and sign agreements to stick to the IVM rules such as “you are not to discuss things of the world” and “if any of the rules are broken there will be discipline”, DOJ officials said. Many victims claimed they were held against their will, officials said. The indictment claims church leaders used deadbolts to lock the victims into the homes, and confiscated identifications. Windows were also nailed shut at some group homes, according to the indictment. In one case, a 17-year-old victim broke a window to escape and run to a nearby home to call police. Prosecutors say church leaders also refused to allow a diabetic woman to obtain medicine and food in response to low blood sugar. She was able to escape and get help, officials said. In some situations, IVM members told the victims they would have to stay or they would face punishments, including having their children taken away from them, the DOJ said. Victims were also told loved ones had rejected them and they must stay because “only God” loved them, said officials. Punishments, including talking about the outside world, allegedly included the withholding of food. DOJ officials said IVM leaders also stole victims’ EBT cards and used them for improper purposes. EL CAJON, Calif (KGTV) - The Cajon Valley Union School District has found a unique tool to help them teach thousands of refugee students, many of whom don't speak English.They're using soccer."The kids were exhausted after six hours of academics every day," says District Director of Community Engagement Michael Serban. "Time after school can be spent differently."Three days a week, English-learning refugee students take part in the Power Up program. They spend 45 minutes playing soccer, using the game to introduce words and concepts. They spend another 45 minutes in class working what they heard on the pitch."You can see the growth in the students' vocabulary," says Serban. "When they go back in the classroom, they're not just listening. They're using the words that they practiced to increase the basic foundational vocabulary."The program is only in its second year at Cajon Valley, but the problem of working with refugees spans decades.Since 1975, San Diego County has brought in 86,598 refugees. That's third-most in the state. Many of them settle in East County, where their children enroll in local schools."A lot of the students coming to us from refugee camps may not have been in school," explains Superintendent Dr. David Miyashiro. "They're coming to us in 7th or 8th grade with very low English language skills and also with literacy issues in their own language."Serban says families had been asking for a soccer program to help the kids adapt. The district teamed up with Sports for Learning to develop the curriculum.In addition to the soccer and vocabulary, the students get social and emotional counseling to help them cope with the trauma from their home country. It also teaches them the social norms of being in an American school.A few non-refugee students also participate in the class, to make sure the students make friends outside of the refugee community.The district also is a pioneer in helping all of its students learn about careers and options after school. They use the World of Work curriculum to help gauge the kids' interest and aptitude in a variety of career fields.That program helps the refugee students feel like they have a long-term future in America."Before we ask kids to learn to read, we have to show them why they need to learn to read," says Dr. Miyashiro. "These curricula bring relevance to their learning and connectivity to their future."The Power Up program is funded, in part, through a grant from the Refugee School Impact Program as part of the US Department of Health and Human Services. 2563
EL CAJON (KGTV) -- Investigators are gathering clues to determine what caused a deadly single-car crash along a major roadway in El Cajon early Friday morning.The crash was reported at around 2:20 a.m. Friday by witnesses traveling to nearby pharmacy on Fletcher Parkway near Navajo Road. The witnesses, a woman and her young daughter, called 9-1-1 after discovering a wrecked white SUV fully engulfed in flames. According to El Cajon Police, the driver was heading westbound on Fletcher Parkway when they stuck a tree. The SUV immediately caught fire.The woman and other good Samaritans tried to pull the driver out of the burning vehicle.Crews arrived and also tried to rescue the trapped motorist but the victim died in the blaze.No information about the victim has been released at this time.Both directions of Fletcher Parkway near Navajo Road were closed as of 6 a.m. while officials continue their investigation. 928
