SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

SAN DIEGO (KGTV) - A new option for bike lanes along 30th Street in North Park looks like a compromise between cyclists and business owners.The new proposal, called Option A+, would build dedicated, protected bike lanes along a 2.4 mile stretch of 30th Street, stretching from Juniper to Adams Avenue. That's longer than initially planned.In return, business owners will get to keep some of their parking. That stretch has around 550 parking spots. The original plan removed all of them. SAN DIEGO (KGTV) - A new Father Joe's Villages bike program is giving homeless clients a hand-up, teaching them valuable skills in demand throughout the community.It's the latest addition to their STEPs program which stands for Skills and Training Enhancement Programs.After several weeks of hands-on training, homeless individuals receive a certificate as well as resume help and other workforce skills.RELATED: This is San Diego's plan to become more bike-friendlyThe program doesn't technically launch for several more weeks but caught the attention of a former music manager who is currently biking across the country for a good cause.Through his Dream Machine Tour, Charlie Jabaley is on a mission to change a million lives through giving to people in need.During his stop in San Diego, Jabaley learned the bike program was in need of more supplies. SAN DIEGO (KGTV) - A local woman says a recent shopping trip turned into a nightmare, in the form of a sexual assault inside a 99 cent store in Clairemont.Around 7 p.m. on Thursday, inside a nearly empty 99 Cents Only store at Clairemont Town Square, Sarah was 30 minutes into a shopping trip. She recalls seeing the same man, as she walked through three different aisles."I didn't think anything of it. Just thought he was shopping for the same items," said Sarah.When Sarah bent down to get some poster board from a shelf, he attacked."He came from behind and forcefully shoved my shoulders into a seated position into his lap, and he had an erect groin," said Sarah.Sarah says she quickly got away from the man, who was fully clothed."I was shocked and gasped. Stood up and turned around, and he backed up. He said, 'Oh, sorry, I thought you were somebody I knew,'" said Sarah.Sarah describes the man as a thin, dark-haired man in his 20s, wearing a black mask and blue-and-white, checkered cap. She raced to find a store employee."I could see he was still stalking me. He was still peeking his head around the corner. When he saw me talking to an employee, he took off," said Sarah.She called the police and waited outside the front door to get a photo of him, but he never appeared. He likely got out a side door."I feel very violated. Just very violating," said Sarah.A day later, there is a growing fear and anxiety. After she posted details on the Nextdoor site, neighbors reported four recent and similar incidents at grocery and drug stores, all involving a man with a similar suspect description. Police tell us they're looking into a possible link to other cases."It's very scary he could potentially be doing this to women while they're shopping," said Sarah.Sarah is worried about what the man may do next."He's very brazen. I'm fearful he might up his ante and rape somebody," said Sarah.Sarah says the store manager confirmed there is an in-store video that will be given to the police.
