XIANGNING, Shanxi, March 31 (Xinhua) -- The water level dropped Tuesday in a flooded coal mine in north China's Shanxi Province, where 153 people were trapped, as rescue efforts entered the third day.But there was still no communication with the trapped although almost 1,000 rescuers have been racing the clock to pump out water and trying to reach them.By 6 p.m. Tuesday, the water level in the shaft had dropped by 15 cm, and a total of 15,000 cubic meters of water had been pumped out of the pit, the rescue headquarters said late Tuesday.Rescuers send drainage pipes down to the shaft at the site of the flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, north China's Shanxi Province, on March 30, 2010.Currently, six pumps are being used to pump up to 645 cubic meters of water per hour.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft. The mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, covers about 180 square kilometers. The mining zone was estimated to have more than 2.3 billion tonnes of coal reserves, including 1.04 billion tonnes of proven reserves, according to the company's official website. The mine, affiliated with the state-owned Huajin Coking Coal Co. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.

SEOUL, May 26 (Xinhua) -- Chinese Premier Wen Jiabao's visit here, starting Friday, will strongly boost the friendly cooperative relationship between China and South Korea, Chinese ambassador Zhang Xinsen told Xinhua in a recent interview.Zhang said Wen's second official trip to South Korea after previously visiting in April 2007 would allow him to exchange views with South Korean leaders on further deepening the strategic cooperative partnership between the two countries. He would also have extensive contacts with various sectors here, which would surely boost the bilateral ties and bear richer fruit in the future. The ambassador said, as good neighbors, China and South Korea had made joint efforts to achieve rapid and all-round development of the bilateral ties since the two countries established diplomatic relations in 1992. In 2008, Chinese President Hu Jintao and his South Korean counterpart Lee Myung-bak successfully exchanged visits and upgraded relations between the two sides to a strategic cooperative partnership. Since then, the exchanges and cooperation between the two countries' various fields have been further deepened.Multi-level communication channels, covering government agencies, parliaments, academic sectors and media, had been established, and high-level exchanges between the two sides also remained frequent, the ambassador said. The two sides also maintained good communication and coordination on issues such as trilateral cooperation among China, Japan and South Korea, integration of East Asia and global climate change under various bilateral and multilateral frameworks, and reached consensus on further strengthening the strategic cooperative partnership, maintaining peace and stability in the region and expanding cooperation in international affairs, he said.In the economic and trade field, two-way cooperation had been broadened and enhanced, Zhang said, noting that China was the largest trade partner, export destination country and import market for South Korea, while the latter was the third biggest trade partner for China. The two countries also worked closely when the world was hit by the global financial crisis, Zhang said, citing the bilateral currency swap accord involving some 28 billion U.S. dollars, in an effort to safeguard regional and global financial stability.Meanwhile, the active people-related exchanges also contributed to deepening mutual understanding and friendship between the two peoples, the ambassador said. This year, during which China is hosting World Expo 2010 in Shanghai, and 2012, in which a similar event will be hosted in South Korea's southern city of Yeosu, were designated as Visit China Year and Visit Korea Year, respectively. More than one million South Koreans are expected to travel to China to visit the Shanghai Expo, and the South Korean Pavilion has become one of the most popular pavilions, Zhang said.China and South Korea, both important countries in Asia and in a crucial stage of development, had a broad prospect of cooperation, the ambassador said.Since uncertainties remained in the global economy, both China and South Korea were adopting effective measures to oppose trade and investment protectionism, accelerate the process of establishing a free trade area between the two countries, and enhance cooperation in finance, green growth and other major fields, he said.Morever, the two counties should continue to play positive roles in trilateral cooperation among China, Japan and South Korea, and multilateral collaboration under the framework of the Association of Southeast Asian Nations (ASEAN) plus three, and should also actively take part in building new structure and new order of the regional and global economy and finance.Zhang said he believed that, thanks to joint efforts by the two countries in further deepening mutual trust, enhancing friendship and strengthening cooperation, the strategic cooperative partnership between the two sides would surely achieve greater development.

BEIJING, May 21 (Xinhua) -- The U.S. commerce chief Friday said the United States would complete its review of the exports control system this summer, without specifying the possibly relaxed controls against exports to China."With respect to our export control reform, we want to have that done by this summer," U.S. Commerce Secretary Gary Locke told reporters during his trade mission to China Friday.Locke is leading a delegation of business executives from American clean energy companies looking to China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."We have restrictions on items already readily available from companies around the rest of the world and our restrictions make no sense," Locke said. The United States' 1979 Export Administration Act limits the export sales of some commercial high-technology goods to China. The exports control system, operated by the U.S. Defense Department and the Commerce Department, is widely seen as a major cause for the trade imbalance between China and the United States.U.S. products accounted for 7.5 percent of China's high technology imports last year, down from 18.3 percent in 2001 partly due to the U.S. exports control system, according to China's Commerce Ministry."If the share in 2001 is used as a benchmark, U.S. companies lost at least 33 billion U.S. dollars worth of export opportunities in 2009," Commerce Minister Chen Deming said in March. In a meeting with Locke Thursday, Chinese Deputy Commerce Minister Ma Xiuhong said China-U.S. cooperation would be impaired unless the United States takes substantive measures to ease its restrictions on exports to China.Locke didn't specify which exports are likely to be available to China, citing U.S. national security as the major factor to be considered when reviewing the export control system.Locke stressed restrictions will be eased on some commonly available high-tech goods and strengthened on sensitive technologies with military uses."We need to intensify and increase our protection on some very super-sensitive technologies to make sure that they don't get in the hands of those who want to do America ... harm, especially terrorist organizations," he said."Some of it can be implemented almost immediately while some can be done in a matter of months once there is agreement within the administration on the review," Locke said in response to Xinhua's question on when the new export control system will be in operation.

BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force. The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says. The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.
