SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) - Albertsons Companies confirmed Saturday an employee of an Escondido grocery store tested positive for COVID-19.The company said the store will remain open, and "will continue to follow an enhanced cleaning and disinfection process in every department."Public Affairs Director Melissa Hill said that the employee is receiving care and has not worked at the store since March 24. Hill said the Escondido store has been through multiple sanitizing and disinfecting cycles, and used third-party expert service.Hill said the store is monitoring other staff for symptoms."Following CDC guidelines, our Crisis Response Team may recommend that additional members of the store team self-quarantine. These employees will be eligible to receive up to 14 days of quarantine pay," said Hill.The United Food and Commercial Workers Local 135 President Todd Walters said they have been working with companies to get higher safety measures into the workplaces of members.He said three members of the union tested positive as of Saturday. He said they were all at different locations in San Diego County."We're encouraging and asking the members to 1. Make sure they get their social distance. 2. We want them to get time every 30 minutes to stop, wash their hands and clean their work stations," he said.Walters said Plexiglas has been installed at check out stands to protect workers at Albertsons and Vons, and next week Ralphs and Food For Less will see the same installation.He said employees are tired from the long shifts and urged the public to realize supplies aren't going anywhere. "Please don't shop unless you have to, there's no need to horde. If you see these retail workers, not just grocery, but our drug store members, or other retail entities, give them space. If they're trying to work and you need something, call out to them. SAN DIEGO (KGTV) -- A San Diego mother is responding to a disturbing video showing a woman screaming racial slurs and threats at her son, a black man, outside a downtown luxury apartment building early Tuesday morning.Shawni Crawley told 10News the incident occurred while her 29-year-old son, Rodney Jackson, was working as a security guard at the Pinnacle on The Park apartments located at 424 15th St. in San Diego's East Village neighborhood.The video, posted by Jackson's brother, doesn't clearly reveal the woman's identity. In his public Facebook post, his brother wrote: "A snippet of an incident with my brother and a racist white woman downtown San Diego!!! SAN DIEGO (KGTV) - A San Diego-based U.S. Coast Guard crew rescued a man having a heart attack on board a tanker off Point Loma Tuesday morning.The Chembulk New York, a 525-foot tanker vessel, radioed the Coast Guard for help Monday at 4:15 p.m. At the time, the ship was 370 miles southwest of San Diego, Coast Guard officials reported.A Coast Guard MH-60 Jayhawk helicopter left San Diego at 10:45 p.m. to rendezvous with the ship, which changed course to facilitate the medical evacuation.At 1:30 a.m., the helicopter crew arrived and hoisted the man on board. The crew flew him to Scripps Memorial Hospital in La Jolla.The man was reported to be in stable condition, according to the Coast Guard. 708

SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677
