SACRAMENTO, Calif. (AP) — The California Supreme Court ruled unanimously Monday that inmates convicted of nonviolent sex crimes cannot be denied a chance at early parole consideration under a ballot measure approved by nearly two-thirds of voters four years ago.Former Gov. Jerry Brown, who championed the 2014 initiative as a way to reduce prison populations and costs by speeding chances for parole, has repeatedly said he and other proponents never intended for it to cover sex offenders. But lower appeals courts ruled that the plain language of the initiative means they cannot be excluded from consideration as nonviolent offenders, and the high court agreed. 672

ROME — U.S. Secretary of State Mike Pompeo's diplomatic trip to the Vatican will end without an audience with Pope Francis. The Vatican declined his request to see Pope Francis, citing a routine policy to not grant papal audiences during election campaigns.Pompeo spent 45 minutes in the Apostolic Palace with his Vatican counterpart, Cardinal Pietro Parolin, and the Vatican foreign minister a day after tensions over the Holy See’s outreach to Beijing spilled out in public.Vatican spokesman Matteo Bruni said both sides “presented their respective positions” about relations with China in a climate of “respect, openness and cordiality.”The State Department said they discussed defending religious freedom. Pompeo has criticized the Vatican's 2018 agreement with Beijing on nominating bishops. 803

RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning. The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure. The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday. It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov. Ralph Northam said the state would take down the Lee statue. This story was originally published by WTVR in Richmond, Virginia. 1379

SACRAMENTO, Calif. (AP) — Google says Android phones will be used to sense earthquakes around the world and may one day be able to provide global warnings, with the first mass alert system unveiled Tuesday in California. The Android operating system maker says it's using California's network of seismometers to trigger phone alerts. “This announcement means that California’s world-class earthquake early warning system will be a standard function on every Android phone — giving millions precious seconds to drop, cover and hold on when the big one hits,” Gov. Gavin Newsom said in a statement.Android users who have enabled location services and are near a quake of magnitude 4.5 or greater will receive a full-screen earthquake warning, according to ABC News. Authorities say that could give people nearby precious seconds to seek safety. No app is needed. Google also announced that Android phones around the world will begin acting as mini-seismometers to sense tremors. Beginning next year, that could lead to early warning alerts for users near quakes around the world. 1085
