SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - Protesters are demanding a change to how sex education is taught to students in California. They say a law passed a few years ago and written by local Assemblywoman Dr. Shirley Weber is sexualizing young minds. The group of protesters is with the Alliance to Protect Children. They tell 10News they are for sex ed in school, but the law is teaching students more than what parents are comfortable with. “It feels like its a disrespect to all mothers and children everywhere,” said mother of two Domonique Hinton. Dozens of protesters stood outside Dr. Shirley Weber’s office downtown Friday morning, speaking against Assembly Bill 329 that was written and passed in 2015. The bill makes it mandatory for students 7th through 12th grade to be taught sex education, but it also gives schools the option to offer the age-appropriate curriculum to lower grades. AB 329 states, “‘Comprehensive sexual health education means education regarding human development and sexuality, including education on pregnancy, contraception, and sexually transmitted infections.”Protesters say graphic details of sexuality should not be taught in schools. “That is not the same as sex ed like we probably had in high school or middle school. That's something different,” says organizer America Figueroa. “Just that word, sexuality, it includes a lot of things in it like the teaching of other ideologies as well as sexual behaviors.”The group says a new bill will be introduced next year that will allow parents to review the curriculum online, so there is complete transparency. 10News reached out to Dr. Weber’s team. SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

SAN DIEGO (KGTV) - Only 92.5 percent of San Diego County’s kindergartners were up to date on all of their vaccinations during the 2018-2019 school year, below the recommended rate.It was a slight .7 decrease from the previous year’s 93.2 percent, according to a report released by the California Department of Public Health. California as a whole also slightly fell below the 95 percent vaccination rate recommended by health experts. “We know that there are individuals that don’t believe in vaccinations and people that homeschool their kids, that’s a population,” said Dr. Wilma Wooten with the San Diego County Health and Human Services Agency. Wooten says the drop shouldn’t cause panic, but should make families more aware of the importance of vaccinating their children. She said the county is doing its part by responding in three different ways: policies, practices and programs. That includes legislation like the state ban on personal belief exemptions and also CDC recommendations. Wooten says the most important thing is to make sure all parents are aware of the age appropriate vaccines that not only their children, but all family members should have. Wooten says education is key to avoid the risk of contracting and spreading serious illnesses, like the highly contagious measles outbreak across the United States. She said the county has been doing community outreach about the importance of being vaccinated, especially as more people travel overseas during the summer months.“If an individual with measles is put into a room with ten other individuals, 9 out of 10 individuals will contract the illness, it is that contagious,” said Wooten. “It’s very important that all individuals, children, adults, as well as our seniors get the age appropriate vaccinations.” 1791

SAN DIEGO (KGTV) -- Police are looking into an apparent road rage-related chase and collision involving two women that spanned the length of Interstate 8 between Mission Valley and Ocean Beach.Officers said the women were traveling more than 100 mph on westbound I-8 in Mission Valley before they exited in the Ocean Beach area.When both women got to Sunset Cliffs Boulevard, police said the driver of a silver car rammed the other driver’s white SUV several times. The SUV then forced the other car to collide with a center divide.The SUV’s driver got out of her vehicle and confronted the other driver; she reportedly told police she pepper-sprayed the silver car’s driver because she became aggressive.ABC 10News learned the pepper sprayed driver told police that she and the other woman were dating the same man.However, the SUV’s driver claimed she did not know the silver car’s driver.There is no word if anyone was arrested, as police are still trying to sort out the details. 991
