SAN DIEGO (KGTV) - Local supporters of both Joe Biden and Donald Trump were watching the election vote count closely throughout Friday.Ellen Nash, who heads the San Diego chapter of the Black American Association of Califorina, a minority advocacy group, put up her Biden/Harris yard sign about a month ago.During the election season, she helped organize a voter registration campaign. Since election night, it's been a constant case of the nerves."Incredibly excited, praying night and day," said Nash.Her eyes have been glued to the television and coverage of the vote count. Throughout Friday, her candidate edged closer to being declared the winner."I will feel relieved that the trauma is over. I'm speaking as a black woman who has been under significant trauma the last four years, in terms of some of the language and behavior of the leader of the free world. Hopeful change is coming," said Nash.There is no questioning her dislike of President Trump, but on this day, she is focused on the country’s future."I believe Biden can bring this country together. I believe he can help us heal as a nation," said Nash.It's a different opinion for local Trump supporter, Blake Marnell.During the campaign, Marnell garnered national attention for wearing a brick wall suit, illustrating his support of President Trump’s border security policy. Trump even called him up on stage, as Marnell attended some 15 rallies where the president appeared."He has the right to make these legal moves. He shouldn't be conceding ... mainstream media can do anything they want in terms of calling an election. That doesn’t make it so," said Marnell.Marnell backs Trump's vow to press on with recount and lawsuits involving his claims of voting fraud. After Trump spoke Thursday, some criticized him for alleging fraud but providing no evidence."It would be irresponsible to produce evidence of fraud in a press conference. The time and place for producing evidence would be in discovery in any court proceedings ... The vote count is not ideal, but I'm still hopeful," said Marnell.Marnell plans to attend a weekend Trump rally in Phoenix. SAN DIEGO (KGTV) - Mesa Biotech, based in San Diego, has received FDA approval for its rapid COVID-19 tests that can produce results in about half-an-hour.“Our first kits are going out today to some of the health systems, county health departments, to validate the performance against the existing testing,” said Laura Dullanty, a marketing manager at Mesa Biotech. She said it will still take a few weeks before they will be able to deploy them widely to the health care providers who have requested the tests. Even that's been a challenge to plan that,” said Dullanty. “We’re staggering shifts, taking time in between, cleaning the area well.” Right now, most tests are performed on-site then sent to a lab for processing. It can take several days or longer before a patient knows the results. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) - Many local restaurants are having a hard time finding outdoor patio heaters.The difficulty comes as restaurant owners in San Diego County prepare to close their indoor dining areas and take operations outside when new COVID-19 related restrictions take effect Saturday. The county is moving from the state's red to the purple tier following an increase in COVID-19 cases. The purple tier has the toughest COVID-19 related rules.The owners of Sisters Pizza in Hillcrest say they own four outdoor heaters and recently purchased two more from Amazon three weeks ago, one of the last left at the time. They are due to arrive any day."We paid about four times the price of our original space heater," owner Emily Green Lake said. "Right now, the heaters are really what it's all about in keeping people wanting to come back to your spot, or that second glass of wine or that dessert, and all of those extras are what's keeping businesses afloat right now."Premier Patio Heating in Oceanside, which rents out patio heaters, is out. Eddie Essey, vice president of operations, said they have a backlog of about 200 orders from restaurants and hotels. Anyone looking to get some from them now has a six-week wait."I'm saying six weeks," Essey said. "Honestly, that's a little optimistic. Realistically, I don't expect my supply chain to be where I want it to be until March or April."He's putting new orders on a waitlist but advising the customer to keep looking and trying other suppliers."Restaurants are struggling enough as it is that I don't want them to be missing out on income on their patios every night just waiting on me to get a shipment in," he said. SAN DIEGO (KGTV) - Mission Beach residents and tourists could be getting some relief from dockless scooters speeding down the boardwalk as San Diego's summer season approaches.The Mayor's Office is working on an emergency ordinance banning electric scooters, like those used from services such as LimeBike or Bird, from the Mission Beach Boardwalk, from Crystal Pier south to the jetty."Residents have complained about [the] continued reckless use of motorized (electric) scooters along the Mission Beach Boardwalk.
