A Phoenix father is accused of using frozen hot dogs to reduce swelling to the legs and backside of his 2-year-old son after he'd abused him.Phoenix police report that on Tuesday they arrested 23-year-old Joshua Junior Rodriguez for child abuse that he allegedly inflicted upon his 2-year-old son on Oct. 11.Police say that after an argument, the boy's mother was packing a bag to leave when she heard "whipping sounds" coming from the garage. When she looked in, she reportedly saw Rodriguez striking their son on the bottom with a strap from a duffel bag.She grabbed the boy away from him and went into the house. However, Rodriguez pushed her away and grabbed the boy again, taking him to the bedroom, removing his diaper and continuing to strike him on the butt.Police say Rodriguez then threw him on the bed and spanked him 23 times, before taking him into the showers where he struck him again when the boy tried to get out.After seeing the injuries he inflicted, Rodriguez allegedly placed a package of frozen hot dogs on his butt to reduce the swelling.He reportedly told the child’s mother, "You're going to get me for child abuse, huh?" He would not allow her to leave home until she agreed not to call the police.During his emotional initial Court appearance, Rodriguez claimed, "these are all false allegations."Police say the boy suffered "extensive bruising" and scratches. 1410

A security camera captured video of an officer in Asyut, Egypt catching a 5-year-old boy who jumped off a third-story balcony on Saturday. The video was released by Egypt's Ministry of Interior. In the video, three officers are seen looking up, as one officer grabs some fabric. A few seconds later, the boy, identified by CBS News as Ammar Motaz Abd El-Salam, lands into the arms of Kameel Fathy Geed, 45. The force of the boy falling was enough to knock over the officer. Officer, with the boy in his arms, falls to the ground, but his fall was softened by the fabric. The Ministry of Interior said that no one suffered any major injuries. In an interview with Egyptian TV network Dream TV, the boy's mother said El-Salem reportedly climbed onto a small table during a party. A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. It is the most ambitious changes to law enforcement sought by Congress in years.Rep. Karen Bass, D-Calif., chairwoman of the Congressional Black Caucus, which is leading the effort, said called it “transformative.”“We’re in a real moment in our country,” she said Sunday on CNN, speaking after days of massive protests set off by the death of George Floyd and other African Americans involving the police.Bass said the package from House and Senate Democrats will be bolder than any law enforcement changes of the past decade. “It is time for police culture in many departments to change,” she said. “And we believe that the legislation will make a major step forward in that direction.”The package confronts several aspects of law enforcement accountability and practices that have come under criticism, especially as more and more police violence is captured on cell phone video and shared widely across the nation, and the world.The draft document said the proposed legislation would revise the federal criminal police misconduct statute to make it easier to prosecute officers who are involved in misconduct “knowingly or with reckless disregard.”The package would also change “qualified immunity” protections for police “to enable individuals to recover damages when law enforcement officers violate their constitutional rights,” it says.The legislation seeks to provide greater oversight and transparency of police behavior in several ways.
