OCEANSIDE, Calif. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. He was among dozens of people who addressed city council Wednesday night. "Our concern is that we’re attracting habitual vagrants to Oceanside through these services," said Andrioff. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. On the campus of Howard University, Vice-president-elect, and alumna, Kamala Harris is never too far from sight.“It's important to note that she was a political science student,” said Howard University political science professor Niambi Carter.Carter says Harris’ election as vice-president is casting a renewed spotlight on her alma mater and the role of more than 100 Historically Black Colleges and Universities in America.“Howard University has been around since 1867,” Carter said, going on to add, “It's not validation for us because we know the intellectual labor and what we contribute in these spaces, but I think the world is just sort of catching up to what many people already knew about HBCUs and why they're so special and so significant.”It’s a similar story about 20 miles northeast of Howard University at Bowie State University in Maryland, also an HBCU, and founded before the end of the Civil War.“We’re the oldest HBCU in the state of Maryland,” said Aminta Breaux, president of Bowie State University, who is also on the President’s Board of Advisors for HBCUs.Breaux said Vice-president-elect Kamala Harris’ HBCU education is a point of pride.“I'm just overjoyed to see my students so excited and full of joy and recognizing what this means in the history, not just in our HBCUs of this country, of all the individuals seeing her and thinking, ‘If she can do that, maybe I can, too,’” Breaux said.HBCU’s are located in Washington, D.C. and 19 states, mostly in the South and East. They make up just three percent of higher learning institutions across the country but account for about 20 percent of African American college graduates.“Our endowments across the board, in comparison to predominantly white institutions, pale in comparison,” Breaux said. “And so we need greater philanthropic support, private support, as well as federal and state support.”It comes as, over the years, the students attending HBCUs have become increasingly diverse, including at Howard University.“If you're thinking that this space is closed and it's only open to African-Americans, or people who are identified as Black, it is not,” Howard’s Professor Carter said. “It is a space that is open for all.”It is a historic space attracting new attention in the present. 2280
One-term Rep. Joe Cunningham, D-SC, might not be leaving the US House the way he wanted to, but he certainly was going to make the best out of his November election defeat.Giving a farewell speech on the floor of the House on Thursday, Cunningham pulled out a can of beer from his jacket and opened it. Cunningham was toasting bipartisanship during his address on the floor."For the betterment of this country, we have to come together. We have to sit down and listen to each other and maybe even have a beer. The spirit of the bipartisanship and cooperation. I raised this glass to my colleagues, both Democrats and Republicans,” Cunningham said.It’s unclear if Cunningham actually finished the beer. House Speaker Nancy Pelosi requires House members to keep their masks on while in the chamber.Cunningham lost re-election last month in a tight race against Republican Nancy Mace. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013. Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity. When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. Our goal is to provide a safe environment for NDCS staff and inmates. Simpson was reportedly removed from a Las Vegas casino early Thursday morning for unruly behavior.Simpson's lawyer, Malcolm LaVergne, said the Simpson was banned from The Cosmopolitan hotel, according to The Associated Press. LaVergne said no reason was given for the ban. But LaVergne said that the story about Simpson being drunk at The Cosmopolitan is completely untrue.
