The country is heading into a COVID-19 winter without fully deploying widespread testing of sewage for traces of coronavirus, a Newsy investigation has found.Wastewater surveillance is one of the few proven tools able to track community spread of the disease, with the potential to help monitor immunity rates from new vaccines."It is frustrating," said David Larsen, an associate professor of public health at Syracuse University's Falk College. "We're going to see a huge amount of sadness over the next few months. And it's not too late to scale up wastewater surveillance at this time to help us with that."Early on, scientists realized infected people shed the virus in stool.The federal government began a big effort for analyzing the concentration of the virus in community wastewater."It's something I think from a national level we need to pursue," Assistant Secretary for Health ADM Dr. Brett Giroir said during a July webinar.Months later, the government has left it to state and local authorities to launch their own programs.For some, that's been a challenge.Newsy learned New York State, for example, suspended its sewage surveillance pilot after a month in part because of an equipment shortage.As a result, testing stopped in four places including Albany and Erie County, home of Buffalo.The University of Buffalo helped lead the project."UB is in the process of acquiring enough materials to continue the monitoring effort moving forward," university spokesman Cory Nealon said in an emailed statement.As with PPE, there is a global shortage of supplies needed to test sewage for COVID.Other places are struggling with how to pay for sewage analysis, with coronavirus aid from Washington running dry."The biggest factor, the limiting factor, is finances," Larsen said.The result is a patchwork of places examining wastewater across the country, mainly big cities and college campuses."It's not really a unified strategy, unfortunately," said Colleen Naughton, an assistant professor of civil and environmental engineering at the University of California Merced.She and her team plot testing sites on a map."When you zoom out of course the bubbles are big, so it looks like all U.S. is covered," Naughton said. "But when you zoom in you see it's a bit more spread out."Three states, Iowa, Rhode Island and South Dakota, don't have any surveillance sites at all, she said.Biobot Analytics looks for COVID in wastewater for about 200 cities and counties but has the capacity to do much more, said company president and cofounder Newsha Ghaeli."We're at the beginning, let's say that," Ghaeli said. The FBI seized recordings President Donald Trump's attorney made of his conversations with a lawyer representing two women who had alleged affairs with Trump, a source familiar with the matter tells CNN.The recordings could prove valuable to the government's criminal investigation of Michael Cohen. The President's personal attorney is under scrutiny in part for his role in seeking to suppress the alleged affair through a hush deal with porn star Stormy Daniels. The warrant sought information about that payment along with any information that connected Cohen with efforts to suppress disclosure of Trump's alleged affair with Playboy model Karen McDougal.The warrant for the raids also specified that Cohen was being investigated for bank fraud, wire fraud and campaign finance issues, CNN reported earlier this week.While Cohen has admitted to no wrongdoing, the intensity of the government's investigation will put significant pressure on one of the President's closest confidants. If Cohen chooses to cooperate rather than fight a potential case against him, then his knowledge about the President's activities could create serious problems for Trump as special counsel Robert Mueller continues his investigation.The source said Cohen recorded some calls he had with attorney Keith Davidson, who at the time represented both Daniels and McDougal. Davidson no longer represents either woman. Their deals to keep their stories about alleged affairs quiet are now the subject of litigation, with each seeking to be released from their agreements.Another source tells CNN that in at least one conversation between the two men, "Cohen was being unusually simplistic, like he had bullet points that he was reading from to try and make himself look good. He was trying to clarify the timeline of the agreements made with Davidson in his (Cohen's) favor.""Attorney Davidson never consented to any recordings of his conversations with Mr. Cohen. If they in fact do exist, Attorney Davidson will pursue all his legal rights under the law," Dave Wedge, a spokesman for Davidson, said. Recording phone conversations without the consent of both parties could be a legal issue if Davidson was in a state that has such laws, like California.Cohen's attorney and a spokesman for Cohen's attorney did not reply to requests for comment.Prosecutors are "going to be very excited at the prospect of having an independent means of corroborating what was said between the two parties," CNN legal analyst and former federal prosecutor Michael Zeldin said. The co-founder of the Salt Life apparel brand is in a Florida jail following his arrest in connection with the death of an 18-year-old woman at a Singer Island hotel.Michael Hutto, 54, was booked into the main Palm Beach County jail Sunday. Hutto was arrested Oct. 30 on a manslaughter charge in Jacksonville.Hutto is accused of shooting Lora Grace Duncan at the Hilton Singer Island oceanfront resort. Police said the 18-year-old Lake City woman was found dead of a single gunshot wound inside a room at the hotel.According to a probable cause affidavit, Duncan's father had requested a welfare check on his daughter on Oct. 29 after he hadn't heard from her in several days. Using her cellphone's location, her father was able to track her down at the Hilton, where police found her lying dead on the floor with a gunshot wound to the stomach.The room had been rented in Hutto's name, and his wallet and identification card were inside the room, police said.An investigation revealed that one day earlier, Hutto had been taken to a Jacksonville hospital after deputies in St. Johns County found his car illegally parked in a St. Augustine gas station parking lot. Hutto was reported to have been "twitching, making delusional comments and crying while his eyes were rolling into the back of his head."When detectives questioned Hutto at the hospital, he told them, "Oh my God, I think I hurt my Gracie" and then began to cry, the affidavit said.Later, Hutto told detectives he and Duncan were headed to the Florida Keys to visit some of his friends when they stopped at the Hilton. After spending time together on the beach, Hutto said, they were "playing inside of the hotel room as if they were shooting with their finger and a gun."Hutto told detectives that Duncan was sitting on the counter in the bathroom when he pointed the gun at her and it fired, shooting her. Hutto said he then put the gun in his backpack and left her in the room, driving until he ran out of gas.Duncan's father told police that Hutto, who was her boyfriend, had been giving her drugs to keep her sedated.The co-founder of the popular Salt Life apparel brand appeared before a Palm Beach County judge Monday morning. The funeral for Rayshard Brooks — an Atlanta man who was killed during an altercation with police earlier this month — took place Tuesday in a church with connections to the Civil Rights movement.Brooks' funeral was held at Ebenezer Baptist Church in Atlanta — the same church where Rev. Martin Luther King Jr. served as a co-pastor between 1960 and 1968.Dr. Bernice King, one of Martin Luther King's daughters, spoke during Brooks' funeral.Actor, writer and producer Tyler Perry provided the funds for Brooks' funeral. The funeral comes after an hours-long public viewing on Monday afternoon.Brooks was shot and killed in a Wendy's parking lot by former Atlanta Police Officer Garrett Rolfe on June 12. Rolfe's partner, Officer Devin Brosnan, first encountered Brooks after Brooks had fallen asleep in his car while waiting in the restaurant's drive-thru line.Rolfe arrived on the scene a few moments later. The officers subjected Brooks to a field sobriety test, which he failed. He later offered to lock his car and walk home, but Brosnan and Rolfe told Brooks they would be taking him into custody.As the officers attempted to handcuff Brooks, a struggle ensued. Brooks was able to grab Brosnan's stun gun and attempted to flee the scene. As he fled, Brooks appeared to point the stun gun in the direction of the police. That's when Rolfe shot Brooks in the back. Brooks later died in surgery at a local hospital.Fulton County District Attorney Paul Howard says Rolfe kicked Brooks after shooting him but before calling for emergency medical help. He also alleged that Brosnan stood on Brooks' shoulder. Both face charges in connection with Brooks' death, with Rolfe facing murder charges. 1701
