CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. RELATED: Teen bound and gagged in car leads to 911 callsThe 17-year-old girl has been doing meth for the past year, dropped out of high school, and was trading sex for drugs, the sister said. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. CARLSBAD, Calif. (KGTV) — The Dooley family woke up Wednesday morning to some deflated holiday joy outside their home on Highland Drive."A lot of sadness. It really broke our heart, " said homeowner Gavin Dooley.A check of the surveillance video revealed the culprit. Just before 3 a.m., a black SUV pulls up next to their home, as someone emerges from the passenger side and climbs over their four-foot gate. Moments later, the person throws himself onto a large inflatable of a Santa and his fish taco truck.The scrooge tore through their yard, destroying all of their giant Christmas inflatables."Must have had a good pop on the first one. Second one, he jumps on it twice," said Dooley.That inflatable was a 9-foot tall television, reflecting the images of a projector from the movie "A Christmas Story." The vandal then tackles the final inflatable, which sported North Pole penguins.The end result: 0 dollars worth of inflatables destroyed."Pretty unrepairable. Just like a balloon, they’re popped. There's a huge tear in them," said Dooley.Dooley, who has three children, says his youngest -- his 9-year-old son -- was the most distraught.Also dismayed, some neighbors who bring their toddler girl to see the inflatables every day. That morning, she was nearly in tears."She kept saying, 'Porque? Why? Why would they do this?'" said Dooley.It’s a question Dooley has asked himself. Why? And why at the end of a tough year when holiday cheer is so needed."We were hoping Christmas decorations would bring a lot of joy to people. (KGTV) - A former DACA recipient was arrested Monday on his second attempt to re-enter the U.S. from Mexico.El Centro Sector Border Patrol agents received information from Remote Video Surveillance Systems operators that a man had crossed the border fence approximately 3 miles east of Calexico.RVSS monitors showed the man running away from agents as they tried to arrest him, U.S. Customs and Border Protection officials said.After a brief chase, agents caught 23-year-old Mexican citizen Juan Manual Montes-Bojorquez.CBP said Montes had previously been deported in February.“Our agents witnessed and arrested Mr. Bojorquez making an illegal entry into the United States for the second time this year,” said Assistant Chief Patrol Agent David S. Kim. “Border Patrol Agents will always stop, detain, and arrest anyone making an illegal entry into the country irrespective of their immigration or citizenship status.” Montes was booked into the Imperial County Jail on pending charges of re-entry after removal.  1047

CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927
