(KGTV) -- In a document detailing devastation that could swarm California by 2100, the State of California Monday released its fourth climate change assessment.Some of the details divulged in the report include two-thirds of Southern California beaches the state says could completely disappear. And if that’s not enough, wildfires could nearly double in size by 2100, according to the California Natural Resources Agency.In a quote on the report, Governor Jerry Brown took a swipe at President Trump saying, “In California, facts and science still matter,” seemingly referring to the Trump administration’s stance on environmental issues. Brown went on to label the finding an “apocalyptic threat” in a dramatic response to the assessment.The report isn’t all doom and gloom, however, and offers a glimmer of hope as to how the state hopes to respond to the threat.Since the release of the third climate change assessment in 2012, the Golden State has experienced several history-making natural events, which include a five-year drought, flooding and increasingly-destructive wildfires.The report suggests that the extreme events will only continue to worsen in the future. 1201

SAN DIEGO (AP and KGTV) -- Washing Senators are remembering John McCain's momentous vote against a Republican effort to repeal the Obama-era health law. Of those remembering McCain is Sen Susan Collins, who told CNN's "State of the Union" that she and GOP colleague Lisa Murkowski of Alaska — both repeal opponents — spoke to McCain before the July 2017 vote because they knew he was struggling with the decision.Collins says he pointed to them and simply said, "You two are right!"Vice President Mike Pence was waiting to speak with McCain next, Collins says, but she knew McCain's "no" decision would stick. Collins said, "Once John McCain made up his mind about something, there was no shaking him."McCain would later famously hold up his hand and vote no, ending the measure. SALEM, Idaho -- A neighbor who lives across the street from Chad Daybell is describing what he saw in the months after two children went missing. The remains of those children were discovered on Daybell's property.Family members confirmed the remains recovered by Rexburg police and the FBI belong to Joshua JJ Vallow and Tylee Ryan. JJ would have recently turned 8 years old, and Tylee was 17.Both disappeared at different times from Rexburg, Idaho, last September.Matthew Price said he's lived across the street from Chad Daybell, the entire time Chad and his family have lived in Idaho. He's been following the investigation into the missing children, and the suspicions that centered on his neighbor."We've been very concerned the whole time for JJ and Tylee," Matthew said.He watched out his windows and from his yard as law enforcement spent two days digging in Chad's yard, and searching the property.Matthew recognized the area where investigators brought in a backhoe to dig a deep hole, where it appears they recovered the children's remains.Now that he thinks back, he is remembering some incidents that stand out in that exact spot."We noticed they were having a few bonfires that were kind of out of the ordinary," he explained. "They had a big bonfire last fall, and they had two or three big bonfires this spring."Last fall, no one knew about the disappearance of JJ and Tylee. Matthew described that things seemed okay, aside from the bonfires, but that he did have one weird interaction with Chad.He said Chad and his late wife, Tammy Daybell, came over to his house to buy pumpkins."He was strange, he was different," Matthew described. "He didn't talk a lot, didn't make eye contact with us very much. Normally he would."Matthew said it was very out of character, but he figured Chad was having a bad day. He said Tammy died a week later.Eventually, Matthew learned about the search for JJ and Tylee, and the investigation into Chad Daybell and his new wife Lori Vallow Daybell, JJ and Tylee's mother.After Lori ended up in jail in nearby Madison County, Chad returned to his Salem home. Matt recalled that Chad kept to himself for the last couple of months, barely leaving the house.He said when Chad did leave the house, it was late at night.Tuesday morning at 7 a.m. Matthew was standing outside when he said he saw a convoy of law enforcement coming down the road to serve a search warrant. They surrounded the home, he said, and made all of Chad's adult children leave the house. Chad also left, but Matthew said Chad sat in his car for hours. Then suddenly, Matthew saw Chad try to leave."I saw his car take off down the road headed south towards Rexburg," Matthew said. "Just seconds later, the marked police cars had their lights and sirens, and floored it to go catch him."Now, Matthew's neighbor of several years is in jail, and police have made a devastating discovery right across the street from Matthew's home.Wednesday evening, police turned the home back over to the adult Daybell children. They were seen packing up and moving furniture out of the home, loading it onto a trailer and into truck beds. SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests. The DMV is also reminding drivers of low-emission an transitional zero-emission vehicles that their green or white decals granting them access to HOV lanes expires January 1, 2019. Vehicles issued a green or white decal between January 1, 2017 and March 1, 2018 are eligible to apply for a red decal that grants them access to HOV lanes through January 1, 2022. The DMV plans to issue light purple decals in 2019 that will grant access to HOV lanes through January 1, 2023. SAN DIEGO — Marvel's "Avengers: Infinity War" has just hit theaters, igniting a new wave of excitement over the studio's next installment set for theaters next year.But fans hoping to catch a glimpse of what's in store at San Diego Comic-Con International are out of luck. Speaking with Collider, Marvel Studios president Kevin Feige announced there will be no Hall H presence at the convention in 2018."We’re not going to Hall H this year. It will be an off year… which is what we did after Avengers 1 and what we’ve done every few years," Feige said. "There will be a tenth-anniversary presence at Comic-Con but [no Hall H panel.]"Marvel has traditionally booked a Hall H slot on Saturday night of Comic-Con to make major announcements, tease upcoming movies, and deliver special experiences to fans.
