SAN DIEGO (KGTV) -- When a car breaks down or a housing voucher falls just short, San Diegans can slip through existing safety nets and into homelessness. Supervisor Nathan Fletcher and members of the Regional Task Force on the Homeless announced a proposal Monday to address those shortfalls in traditional housing assistance through what’s called a “flex pool.”Based on models used in cities like Los Angeles and Chicago, the Flexible Funds for Housing Program would combine government and private funds, with fewer restrictions on who qualifies and how the money is used. If the board votes to move forward, staff would begin drafting specifics and negotiating with other government agencies to build and administer the fund.RELATED: 10News Exclusive: Father Joe discusses homelessness in San Diego“The development of a regional flexible pool frees us from the typical constraints of most housing subsidies and lets us operate with a whatever-it-takes mentality,” said San Diego council member and Regional Task Force chair Chris Ward.Supporters say too frequently, unexpected emergencies like a medical diagnosis or a car breakdown bring families to the precipice of homelessness, where traditional housing assistance isn’t built to help.“I don’t even want to tell you how many car repair emergencies have put people in the crazy position of having to choose between paying the rent and staying housed, and not fixing their car and not going to work,” said Community Housing Works CEO Susan Reynolds.RELATED: North County mom digs family out of homelessnessIn addition to car repairs, flex pool funds could be used to cover things like security deposits, past-due rent, and other obstacles to maintaining housing. The pool could also be deployed for broader housing strategies like master-leasing apartment complexes and creating a roommate-matching program, supporters said.The county has .5 million in homelessness aid funding that could be used for a flexible pool, Fletcher said. The goal would be to grow the pool significantly with funds from other governments and private sources, he said. 2682

SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends. SAN DIEGO (KGTV) - With seniors across the state being told to stay “self-isolated,” local governments and non-profits are working to make sure basic needs are taken care of. Serving Seniors, a non-profit that serves meals to low-income seniors, says it has closed all of its senior centers and congregate meals. Instead, it has ramped up its home meal delivery operation and to-go services. “We have the capacity but it is causing some significant logistical challenges,” said Paul Downey, CEO of Serving Seniors.
