(KGTV) - A new California law could let convicted killers out of prison, and San Diego County's district attorney said her office will fight it on a case-by-case basis.Senate Bill 1437 passed the state Legislature last year and went into effect on January 1. It narrows the definition of murder so that only people who are involved in a killing can be charged with that crime.Before the law, accomplices in a killing could also have been charged with murder."It may let murderers go free, because of how far it goes," said San Diego County District Attorney Summer Stephan.Stephan said her office will challenge some re-sentencing hearings based on the new law, although she said they don't know how many there will be.One possible case involves Kurese Bell, who He as convicted of murder in 2016 for his role in the robbery of a North Park marijuana dispensary.During the robbery, Bell and another man, Marlon Thomas, got into a shootout with a security guard at the dispensary. The guard shot and killed Thomas.The DA's office argued that Bell should face murder charges because his actions in the robbery led to the shootout and, ultimately, Thomas' death.Bell is currently serving a 65-year-to-life sentence.Stephan said criminals need to be held accountable for the crimes they commit and cause."It's really important that each offender is held culpable at the right level," she said. "That's what justice is about."Supporters of the new law say it is a vital part of California's efforts at criminal justice reform. They say the old law unfairly targeted young minorities.On its website, the group Restore California says the new law makes sentencing in California more "equitable." They also say it gives accomplices an incentive to cooperate with investigators."In a co-defendant felony murder case, co-defendants who were not the actual killers, who did not aid and abet the killing, or who did not act with reckless indifference to human life will now have an incentive to talk and tell the truth about what happened," the website reads. 2073

SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt.The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309

SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Others say it would make it harder for senior citizens or parents of young children. 2537
