(AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project.The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline. California, meanwhile, has faulted the federal government for cutting off the partnership with the project and says it has no basis for revoking the money several years ahead of the deadline.The agreement signed Wednesday says the money won't be awarded elsewhere unless the federal government goes through its typical process for awarding grant money. Proposition 13 authorizes a billion bond that would go to preschool and K-12 schools as well as universities and community colleges, according to Ballotpedia. A total of billion would be used for preschool and K-12 schools while billion will go to universities. Meanwhile, billion is set aside for community colleges. The California Legislative Analyst says the state would pay billion in total - billion in principal and billion in interest. The payments would be made over 35 years from the General Fund, Ballotpedia says. According to Cal Matters, those in favor of the measure, including Governor Gavin Newsom, say it will focus on modernizing schools as opposed to new construction. Those against proposition 13, including the Howard Jarvis Taxpayers Association, say it would cause an increase in local property taxes and add to state debt and interest costs. “Like all bond debt, that must be paid ahead of any other priorities, even law enforcement,” the association says. “If there is a recession, too much debt puts us at risk of a reduction in services or demands for emergency tax increases at the worst possible time.”RELATED: Here's what happens if Measure C passesClick here to read more from the association. SACRAMENTO, Calif. (AP) — Police say a shooting at a Sacramento mall on Black Friday has killed one person and left another with life-threatening wounds. It happened at around 6:30 p.m. at Arden Fair Mall. Fire officials tell KPIX-TV that one person was found dead at the mall and another was found at a bank outside of the mall and was taken to a hospital with life-threatening injuries. The mall was evacuated in the midst of Black Friday, one of the busiest shopping days. Police say the suspect fled and there's no active threat at the mall. 553
