A middle school teacher and former Miss Kentucky pageant winner has been arrested and charged with sending nude photographs of herself to a 15-year-old boy, authorities said.Ramsey Bearse, a 28-year-old teacher at Andrew Jackson Middle School outside Charleston, West Virginia, allegedly sent the photos to a former student, according to the Kanawha County Sheriff's Office.The boy's parents found the photos on his phone and told police about them last week. They said their son was a student at Andrew Jackson from 6th to 8th grade and that Bearse was a teacher there during some of that time, according to a criminal complaint.In an interview with police, Bearse admitted to sending at least four photos of her topless via Snapchat from about August to October, the complaint states.She is charged with four counts of distributing obscene materials to a minor, a felony.The former beauty queen has been suspended from her teaching position and was released on a ,000 property bond after her arraignment, the sheriff's office said.Bearse, who competed in pageants under the name Ramsey Carpenter, was named Miss Kentucky in 2014.She won the preliminary talent competition at the national Miss America pageant in Atlantic City for her fiddle performance, CNN affiliate WTVQ reported at the time. A package resembling those allegedly sent by Cesar Sayoc was recovered Thursday and was addressed to Democratic billionaire Tom Steyer, the FBI tweeted Friday. "The FBI has confirmed a package was recovered last night in California, similar in appearance to the others, addressed to Tom Steyer," the FBI said in its tweet.Steyer's organization, The Next Generation, was "notified late last night" by USPS security, who said they had called the FBI and confirmed it was a suspicious package, according to Aleigha Cavalaier, NextGen's communications director."They also told us that they suspected (it) was from the same guy, but it was mailed to a different address," Cavalaier said.CNN previously reported on a mail bomb allegedly sent by Sayoc to Steyer last week.Steyer thanked law enforcement and the U.S. Postal Service for their support in a statement Friday, stressing that his organization would not be intimidated by the packages. 946

A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A mother in Clarksville, Tennessee has been charged after the death of her 4-month-old daughter.Officials said they responded to a home in the 200 block of Orleans Drive after 11:30 a.m. Saturday on a call of an unresponsive child.Officers found the 4-month-old not breathing. They performed CPR, and the baby was taken to Tennova Hospital where she failed to regain consciousness and passed away.Detectives investigated the infant’s death leading to a criminal homicide charge against the baby’s mother, 25-year-old Sarah Danielle Scribner.A witness, identified in a police affidavit as Aeriel Shiraef, told authorities Scribner called her and said she'd done something bad. Scribner allegedly told Shiraef she had stopped the baby from crying by putting her hand over the infant's mouth. She added the infant was no longer breathing.Scribner was booked into the Montgomery County Jail.  916
