BEIJING - The number of commercial bribe cases dealt with by Chinese courts rose to 4,406 in the first seven months, an increase of 8.2 percent over the same period of last year, according to the Supreme People's Court (SPC) on Saturday.Xiong Xuanguo, vice-president of the SPC, said the number of cases featuring corporate wrong-doings rose 37.3 percent and cases relating to individual employees of companies jumped by 52.1 percent.Of the 3,748 commercial bribery cases that have been closed this year, 94.1 percent involved civil servants, Xiong said.A total of 31,119 commercial bribery cases were dealt with in China in the past two years before August 2007, with 7.079 billion yuan (US2.51 million) involved, said Li Yufu, deputy director of the leading group on anti-commercial bribery under the Central Committee of the Communist Party of China.

The government has earmarked 6 billion yuan (4 million) to pay for energy conservation projects to be launched before the end of this year, a senior official from the top economic planner said Monday."The special funds will support 10 major energy-saving projects, such as reducing the use of petroleum and developing petroleum substitutes and green lighting technology. It is hoped these developments will help the country use less energy," Xie Zhenhua, vice-minister of National Development and Reform Commission (NDRC), said at the China Energy Saving and Emission Reduction Forum 2007."Incentives have been devised to encourage enterprises to save energy. Enterprises will receive financial aid according to the energy they can save while reducing emissions."Xie said the central government has also set aside an additional 2 billion yuan to compensate local governments and enterprises for eliminating excess production capacity in the latter half of this year. The government has set a target of reducing energy consumption per unit of GDP by 20 percent between 2006 and 2010, with annual cuts of 4 percent. However, the decrease was only 1.33 percent last year compared with 2005."If we cannot reverse this situation in a timely manner, it will be difficult to meet this year's energy-saving target, which could have an unfavorable effect on the energy-saving and emissions-reduction targets in the 11th Five-Year Plan," Xie said.To prevent this from happening, the government will accelerate the elimination of obsolete production capacity in 13 sectors. He also said the NDRC and the State Environmental Protection Administration will soon organize a conference on the recycling economy in Chongqing. The government will guide the price of power from small thermal power plants, and raise excise taxes on resource-consuming products such as refined oil, automobiles and solid wood floors.

HANGZHOU -- China needs to "free itself from conservative ideas" if it wants to further open the country to the world, a gathering of foreign affairs officials concluded at meeting held in East China's Zhejiang Province on Tuesday.Officials in charge of foreign affairs at both the provincial and municipal levels agreed on future policies to open up their respective regions wider to the world."We need to free ourselves from conservative ideas, seek new ways to expand economically and have culture exchanges with other cities and regions in the world," said a statement issued at the meeting. The officials agreed that foreign affairs departments at local levels were facing great challenges which also offer great opportunities. They discussed the ways to implement the guidelines of the 17th National Congress of the Communist Party of China (CPC) in their foreign affairs work, the statement said.Opening wider to the world will contribute to China's drive to build a moderately prosperous society in all respects, realize peaceful development and create a harmonious world, it said.Chinese Foreign Minister Yang Jiechi also addressed the meeting on China's foreign policies and international relations.

TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. DALIAN: Visiting Japanese lawmakers said on Saturday they were confident that China-Japan relations would develop further, and sport may have something to do with it."Japan and China are partners and our relations are facing good momentum of development and opportunities," Seishiro Eto, a member of the Japanese House of Representatives and former vice-minister of foreign affairs, said.During this visit to China, Eto also wore another hat: that of captain of the Japanese lawmaker soccer team. On Saturday, the team played a friendly soccer match with Chinese lawmakers in the coastal city of Dalian, Liaoning Province. The Chinese team has 35 members with an average age of 45. Most are deputies to the National People's Congress (NPC) including government officials, scientists, entrepreneurs, teachers and doctors.Participants from Japan are 23 lawmakers from the ruling Liberal Democratic Party, its coalition partner the New Komeito Party, the main opposition Democratic Party of Japan, the Japanese Communist Party and the People's New Party. Both sides said "soccer diplomacy" was aimed at deepening friendship. "Ping-pong diplomacy broke the ice in the Sino-US relationship during the early 1970s - and now another sport, soccer, has become a new way to improve Sino-Japanese relations," Lu Yongxiang, vice-chairman of the NPC Standing Committee, said.Lu said China-Japan ties had entered a new phase after former Japanese prime minister Shinzo Abe's "ice-breaking" visit to China last October and Premier Wen Jiabao's "ice-thawing" visit to Japan this April. The game was particularly important as this year marks the 35th anniversary of the normalization of bilateral ties.He said it was the first time that NPC deputies engaged in a sports exchange with Japan. There was a push to hold a soccer match among Japanese, Chinese and South Korean lawmakers next year in Japan, as well as form a cheering squad for Japan during the next year's Beijing Olympic Games, he added.During the friendly soccer match, whenever there was a physical confrontation, players helped each other to get up and shook hands. There was no sign of aggression on the field, only smiles. At the end of the game, players took photos of each other against the background of a big screen where a message read: "friendship first, competition next".Both teams were free to change as many as players, and dangerous actions such as slide tackles were forbidden."It's indeed an easy and comfortable game," Wang Ning, a NPC deputy and professor at Ocean University of China, said.Wang said he had been looking forward to the game for a long time, and was very happy to interact with Japanese lawmakers in such a unique way.Suzuki Tsuneo, a member of the Japanese House of Representatives, said China-Japan ties had witnessed ups and downs, but were now back on track because of extensive efforts by both sides."However, I believe that no matter how the bilateral political relationship goes, friendship will last if communication and exchange among the people continue," he said.
