BEIJING, April 10 (Xinhua) -- Many children in the U.S. live in poverty and their physical and mental health is not ensured as nearly one in four children struggles with hunger, according to a report on the U.S. human rights record released by China on Sunday.The Human Rights Record of the United States in 2010 was released by the Information Office of China's State Council in response to the country reports on Human Rights Practices for 2010 issued by the U.S. Department of State.The poverty rate increased for children younger than 18 to 20.7 percent in 2009, up 1.7 percentage points from that in 2008, the report quoted figures from the U.S. Census Bureau as saying.The report pointed out that violence against children is very severe in the country, citing figures from the official website of Love Our Children USA that every year over three million children are victims of violence reportedly and the actual number is three times greater.More than 93,000 children are currently incarcerated in the United States, and between 75 and 93 percent of children have experienced at least one traumatic experience, including sexual abuse and neglect, the report said.According to the report, pornographic content is rampant on the Internet and severely harms American children as seven in 10 children have accidentally accessed pornography on the Internet and one in three has done so intentionally.

SAN FRANCISCO, May 10 (Xinhua) -- Microsoft Corp. on Monday said it will buy Internet communications company Skype for 8.5 billion U.S. dollars in cash, a bold move for the software giant to explore new business opportunities."Skype is a phenomenal service that is loved by millions of people around the world," Microsoft CEO Steve Ballmer said in a statement."Together we will create the future of real-time communications so people can easily stay connected to family, friends, clients and colleagues anywhere in the world," he added.Microsoft said it has agreed to buy Skype from the investor group led by Silver Lake, and the deal has been approved by the boards of directors of both companies.Skype will become a new business division within Microsoft, and Skype CEO Tony Bates will assume the title of president of the Microsoft Skype Division, reporting directly to Ballmer.The Skype deal ranks one of the biggest purchase in the 36-year history of Microsoft, which is struggling to compete in the fields of Internet and mobile phones beyond its dominance on personal computer software market.Founded in 2003 and based in Luxembourg, Skype offers a software application that allows users to make free or cheap phone calls and chats over the Internet with additional features including instant messaging and video conferencing.Numbers showed that Skype's 170 million connected users made over 207 billion minutes of voice and video conversations in 2010.Skype was acquired by eBay in September 2005, and then acquired by an investment group led by Silver Lake in November 2009.In a press release announcing the acquisition, Microsoft noted that the deal will increase the accessibility of real-time video and voice communications, generating significant new business and revenue opportunities, and enhancing its existing offerings of real-time communications products and services.Microsoft said Skype will support its devices like Xbox and Kinect, Windows Phone and a wide array of Windows devices, and it will continue to invest in and support Skype clients on non-Microsoft platforms.The acquisition is expected to obtain all required regulatory clearances within this calendar year, Microsoft said.

CHIAYI, Feb. 26 (Xinhua) -- Chen Yunlin, the Chinese mainland chief negotiator with Taiwan, discussed cooperation prospects on Friday with fishermen and farmers in Chiayi in southern Taiwan.Chen, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), led a 50-member delegation and spoke at a seminar attended by more than 70 business people from both the mainland and Taiwan.He said small and medium-sized enterprises on both sides "played an important role in cross-Strait economic development, employment and in maintaining social stability.""Small- and medium-sized businesses are an important part of cross-Strait economic exchanges," he said, adding that among the more than 80,000 Taiwanese enterprises investing on the mainland, over 50 percent are small and medium-sized companies.Chen said that efforts should be made to enhance cooperation between small and medium-sized enterprises on the mainland and those in central and southern Taiwan.The mainland delegation arrived in Chiayi from Kaohsiung after investigating the investment environment with local business leaders. They arrived in Taipei on Wednesday at the invitation of Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF). WASHINGTON, April 13 (Xinhua) -- The U.S. Food and Drug Administration (FDA) announced on Wednesday that it has approved the cPAX Aneurysm Treatment System for surgery on brain aneurysms that are difficult to manage because of their size and shape.An aneurysm is a bulge in the wall of a blood vessel, which can rupture as it increases in size, causing hemorrhage or death. Brain aneurysms often produce no symptoms until they grow and press on nerves in the brain, or until they begin to leak blood or rupture.Aneurysms can be repaired in two ways: surgeons can close the base of the aneurysm with a surgical clip, or use a technique commonly known as coiling, in which surgeons use a catheter to thread metallic coils through a blood vessel in the groin and into the blood vessel in the brain that contains the aneurysm. Surgeons then fill the aneurysm with the detachable coils, which block it from circulation and cause blood to clot, effectively destroying the aneurysm.Aneurysms larger than 10 millimeters are difficult to treat with clipping or coiling. The cPAX device system is indicated for use in those brain aneurysms."Like coiling, the cPAX Aneurysm Treatment System is a form of endovascular repair," said Christy Foreman, director of the Office of Device Evaluation in the FDA's Center for Devices and Radiological Health. "But instead of tiny metallic coils, it uses a special polymer material to fill the space within the aneurysm."According to the FDA, the cPAX device system is indicated for use in adults aged 22 and older and should not be used in patients with an active infection or in those in whom anticoagulation and antiplatelet therapy is contraindicated.
