The severe water shortages have become a major bottleneck to our sustainable development. Nearly two-thirds of the cities in China lack water," said Chen Lei, Minister of Water Resources. From 2011 to 2015, China will strive to limit its annual water consumption within 620 billion cubic meters and cut water consumption per 10,000 yuan of GDP by 30 percent.

JOHANNESBURG, March 8 (Xinhua) -- In order to combat piracy and to improve maritime safety, South African authorities have begun using a sophisticated navigation satellite system, it was announced on Tuesday.Piracy, especially by Somalis, has been increasing along Africa east coast in recent years. The South African Press Association (SAPA) reported on Tuesday that Karl Otto, head of the South African Maritime Safety Authority (SAMSA) announced the surveillance tool at a conference in Durban.Called Long Range Identification and Tracking (LRIT), the system monitors and tracks vessels in waters south of the equator.Otto said the introduction of the LRIT followed concerns over the safety of seafarers, the safety standards of ships within South African waters.Otto said there were high levels of cargo at risk, such as fuels and oils.He said reasons for installing the system included the number of shipwrecks along the South African coast, and the threat of pollution of the marine environment by ships."It also serves as a mechanism to prevent piracy."Otto said the satellite system has the capacity to identify and track vessels up to 1,000 nautical miles (1,850 km) from the South African coastline as well as South African-flagged vessels anywhere in the world."This is a revolutionary development in the security of our seas," he said.SAMSA was determined to protect South Africa's seafarers, its coastline and the marine environment, Otto said.

BEIJING, Feb. 8 (Xinhua) -- China would continue expanding its radio and television networks coverage in the country's rural areas in the 2011-2015 period, according to the State Administration of Radio, Film and Television (SARFT).In the five-year period, efforts would focus on ensuring access to radio and TV services in those villages with less than 20 households, the SARFT said in a statement. It noted that China's other villages which had more than 20 households were already covered by the radio and TV networks, thanks to government's continuous efforts in this regard.China's central and local governments poured over 15.7 billion yuan (2.38 billion U.S. dollars) into the upgrading of the radio and TV networks in the country's rural areas in 2006-2010.Official figures indicated that 96.31 percent and 97.23 percent of China's population had access to radio and TV services respectively in 2009. The ratio was 86.02 percent and 87.68 percent respectively in 1997.

BEIJING, March 19 (Xinhua) -- Radiation leaks following explosions at the Fukushima Daiichi nuclear power plant in Japan will not affect China's environment and the health of its citizens during the next three days, authorities said Saturday.China's National Nuclear Emergency Coordination Committee made the announcement based upon analyses of environmental monitoring, meteorological forecasts, and ocean currents. The Beijing-based Regional Specialized Meteorological Center, which is affiliated with the World Meteorological Organization, issued its forecast on Saturday afternoon, saying that the radioactive leakages in Japan would not affect China over the next three days. The country's State Oceanic Administration on Saturday announced that no abnormalities were detected in terms of atmospheric radiation over the East China Sea, the northern part of the South China Sea, and the central and northern regions of the Yellow Sea.The administration predicts that the ocean currents near Fukushima would mainly travel eastward from Japan over the next three days.Furthermore, the country's Ministry of Environmental Protection announced that China's environment remains normal based upon the monitoring of radiation levels.
