SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. SAN DIEGO (KGTV) - Military families told 10News they are without heating and A/C due to mold in their air ducts.The families live in Tierrasanta and say housing came into their homes mid-October.Nancy Irvin has lived in the same home for six years with her military husband, 2-year-old son and 5-year-old daughter.She said problems with the home started day one, "the upstairs was leaking down from the tub to the garage so all of our stuff that was in boxes was flooding.""It's been sickness after sickness, cold, bronchitis, double ear infections everything," Irvin explained her children have been sick since they moved in and doctors haven't been able to tell them what's wrong."He's been coughing until he throws up at night," Irvin said while holding her crying toddler, Easton. She said even the dog developed a rash. She blames mold in their home.Mid-October Irvin said housing came in, tested for mold, removed her vents an taped over the holes. She said the lack of heating is keeping her children awake at night.She said a cleaning company came in to work on the vents but she wants more, "housing is doing nothing, they're not talking to anyone, they're not giving any information and it's just stressful."Neighbors said they are dealing with the same issues, posting photos of black fluffy mold in the air vents.In September, 10News reported on the Charvat family, who won a -million lawsuit against Lincoln Military Housing, saying mold also made their family sick at their home near the Marine Corps Recruitment Depot.Their lawsuit is in the middle of the appeals process. SAN DIEGO (KGTV) -- Local gym owners are faced with another difficult decision as San Diego County moves into the purple tier, the most restrictive of the state’s classifications of COVID-19 spread.Under the new regulations, gyms may not operate indoors, meaning those who cannot operate outdoors will be mandated to close.The restrictions take effect Saturday.RELATED: County moves into California's COVID-19 purple tier“You want your members happy. You want your staff happy. You’ve got to put food on your table. And you’re trying to do the right thing, you’re wearing a mask and you’re indoors, so it’s going to be just an unbelievable, worrisome time,” said Bryan Welch, general manager of the Point Loma Sports Club.Welch said the new restrictions will not have a significant impact on his gym because the Point Loma Sports Club had already moved 90% of its operations outside. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149
