NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. "The encampments in the right of way do generate trash," said Mario Orso, Project Director for Caltrans in District 11, which covers San Diego and Imperial Counties. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk. MILWAUKEE, Wis. -- A Wisconsin man is accused of driving across Milwaukee with the body of a man who had fatally overdosed in the passenger seat for 13 hours straight.The Washington County Sheriff’s Office said Thursday it has arrested the 34-year-old man in connection to the death of the victim, whose lifeless body was later found in the Allenton Marsh.The sheriff’s office says the suspect, whom they did not name, was last seen with the victim, 30-year-old Stephen Lombard, in the Village of Jackson on July 27.A missing persons investigation was launched with the assistance of the Wisconsin Division of Criminal Investigations.A several-month-long investigation eventually concluded that on the night of July 27, Lombard and the suspect were in Milwaukee using illegal narcotics.Investigators believe that at some time, Lombard stopped breathing while inside the suspect’s vehicle. The suspect did not seek medical aid, authorities say, and Lombard died from a probable drug overdose.The suspect then drove around Milwaukee with Lombard's body still in the passenger seat for the next 13 hours. During that time, the suspect used the victim's debit card at several locations, authorities say.Investigators believe the suspect then discarded Lombard’s body on July 28 in the Allenton Marsh, off CTH W, north of CTH S in the Town of Addison.That's where authorities found a body they believe to be Lombard's.DNA analysis will be required for positive identification. An autopsy was completed and the results are pending, the Washington County Sheriff’s Office says.“It is unconscionable to think that someone would have such wanton disregard for human life to not seek medical attention for someone in need," said Washington County Sheriff Martin Schulteis in a statement."It shocks the conscience to think that they would then drive around with the body for thirteen hours while emptying the victim’s bank account and eventually discarding the body like a piece of trash," he said. 1995

MILWAUKEE — Christopher R. Ward has been charged with second-degree reckless homicide in the death of 14-year-old Jada Wright. Police responded to the scene late last Wednesday night at their home on the city's northwest side. According to police, Jada has cerebral palsy, and Ward was her personal care worker. Initially, the 18-year-old defendant reported to police that Jada had complications with her feeding earlier that night. He said was not involved in her death, and claimed she had a history of injuring herself.Jada's school physical therapist said she never saw Jada injure herself. She also said Jada was missing from school for a month.Ward was taken into custody after an autopsy revealed blunt force trauma to her abdomen.After further questioning, Ward admitted he had become frustrated with the girl while trying to feed her through her feeding tube. She had maneuvered her tube out of her stomach, frustrating him further. In response, he punched her in the stomach. Ward reconnected her tube and left the room. Upon returning, he saw she had vomited on herself, and did not seek additional care for her or tell first responders about his actions.    1207

NATIONAL CITY (CNS) -  A pedestrian was struck by multiple vehicles and killed while attempting to cross an Interstate 5 off-ramp in National City, authorities said Friday.The crash happened shortly before 8:25 p.m. Thursday on the Civic Center Drive off-ramp from southbound Interstate 5, California Highway Patrol Officer Jake Sanchez said.A man was attempting to cross the off-ramp from an unknown direction when he walked directly into the path of a Toyota Rav4 driven by a 33-year-old woman, Sanchez said. The man was then struck by two other vehicles, he said.The unidentified man was pronounced dead at the scene, Sanchez said. 652

More than three weeks after the Parkland, Florida, school shooting, the White House is expected to unveil some proposals on guns and school safety."The President and White House are going to be laying out more specifics -- it's going to be a series of proposals," White House principal deputy press secretary Raj Shah said on ABC's "This Week."Shah said the proposals will be legislative and administrative and also will include recommendations for states. The White House will also be forming a task force to study the issue, Shah said.Shah avoided answering whether the White House will call for universal background checks, which President Donald Trump has said he would support, and instead spoke about improving the current background check system.
