The National Oceanic and Atmospheric Administration's annual Arctic Report Card was published Tuesday.The report shows that the past year - from October 2019 to September 2020 - was the second warmest on record in the Arctic, the report said.The extent of snow on the ground in June across the Eurasian Arctic was the lowest recorded in 54 years.Satellites recorded the second-lowest end of summer sea ice extent in the ocean since record-keeping began 42 years ago, the report stated.According to the report - from September 2019 to August 2020 - the Greenland ice sheet experienced an ice loss higher than the 1981-2010 average but substantially lower than the 2018-19 record."Abnormal cyclonic atmospheric circulation centered over Greenland promoted normal or colder-than-average conditions for the interior and east, with higher air temperatures in the north, southwest, and many coastal regions," researchers who contributed to the report stated.The report also added that extreme wildfires in the Sakha Republic of northern Russia this year "coincided with unparalleled warm air temperatures and record snow loss in the region."According to the Associated Press, the report from last year included for the first time essays and research contributed by the Arctic's Indigenous communities. VISTA, Calif. (KGTV) --  A California Highway patrol car assisting with construction was hit by a tire just after 8:30 p.m. Wednesday night. The incident, caused when a Chevy Silverado lost a spare tire, happened on the westbound 78 near the Sycamore Avenue, according to CHP. Several people swerved to avoid the tire as it entered the highway, causing at least three crashes. Lanes were closed for a little more than one hour. No CHP officers were injured, but the patrol car was towed from the scene. At this time it's unclear if the driver of the Silverado knew that the tire was lost.  637

Walmart has announced that customers won't have to leave home to return their online purchases.On Monday, the company announced they are partnering up with FedEx for a new return service that would allow items to be returned to be picked up from your home.To use Carrier Pickup by FedEx, customers would select which item(s) they are returning on Walmart's website or app, then schedule a date for pickup, and print a label.If you don't have a printer, Walmart said you'd drop it off at FedEx using a QR code off Walmart's website or app and drop the package off at a FedEx location.The "incredibly convenient" return option is free and would stay well beyond the holiday season, Linne Fulcher, Vice President, Customer Strategy, Science and Journeys said.The retail giant also announced a few changes to holiday returns, including finding purchases in-store through your debit or credit card. VISTA (CNS) - An intoxicated driver who struck a homeless man in Oceanside and continued driving for more than a mile, even though the victim's body had gone through her windshield and ended up on the front seat, was sentenced Wednesday to 15 years to life in state prison.Esteysi "Stacy" Sanchez, 31, was convicted in April of second-degree murder, gross vehicular manslaughter and hit-and-run in the death of 69- year-old Jack Ray Tenhulzen.At one point, the sentencing hearing was interrupted because the defendant was sobbing uncontrollably, said Deputy District Attorney Robert Bruce.RELATED: Woman accused of hitting pedestrian, driving with his body in windshield found guiltyThe prosecutor told jurors that Sanchez displayed a conscious disregard for human life when she drove drunk and ran over Tenhulzen on a sidewalk on Mission Road near the state Route 76 bridge the morning of June 27, 2016.The victim went through the windshield and into the passenger seat of her car. Part of one of his legs -- which was severed in the accident -- was found at the back of the car near the rear window.Tenhulzen was hit so hard that he was ripped out of his pants and shoes, authorities said.After a night of drinking, Sanchez left a hotel room the next morning and was told by a male friend that she was too drunk to drive, Bruce told the jury.Defense attorney Herb Weston argued that Sanchez was tired and fell asleep behind the wheel and rode up on the sidewalk, striking Tenhulzen. He said Sanchez "freaked out" when she saw the victim's body in her car and kept driving, finally stopping a block from her home.Sanchez, who lived in Oceanside, still had shards of glass in her hair when she was taken into custody.
