SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside in the San Diego area. Police say a father left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon.After he went into a business, a witness reported seeing a woman get into the car and drive away with the children inside.Police say the 8-year-old was able to call police and tell dispatchers that she and her brother had been kidnapped.Roughly 30 minutes later, Border Patrol detained the suspect trying to cross the border into Mexico.Police have since taken the woman into custody. 680

SAN DIEGO (KGTV) — Two separate clinical trials for phase three COVID-19 vaccines will resume in San Diego next week after AstraZeneca and Johnson & Johnson paused their students to find out why some participants became ill.“Pauses like this are absolutely common in large phase three trials so people should not be alarmed,” said Dr. Susan Little, the trial director for both studies that UC San Diego is set to take part in. “Studies will only resume when they are deemed safe for the study participants.”Little said not only are pauses like this common, but they also prove that the safety review process is working as it should.“Part of the reason we want people to understand that these are common is they will probably occur again, AstraZeneca with 30,000 people, Johnson & Johnson 60,000 people. It would be surprising if we don’t have another pause,” she explained.Little said once a trial is paused, it is immediately investigated by the independent Data Safety and Monitoring Board (DSMB). The board reviews the issues and determines if they are related to the trial.“In this case, the event and all other safety events were reviewed and deemed not related,” she said.The AstraZeneca study is scheduled to start on Monday, and UCSD will be using a mobile vaccine clinic that will travel from Chula Vista, La Mesa, and Imperial Beach.The Johnson & Johnson study is scheduled for Tuesday in National City, where trailers have been set up as a clinic at El Toyon Park.“We are signing people up right now to have scheduled visits next week,” said Little. “Safety will always remain the number one priority for study participants.”Those interested in participating in the study can sign up here.Participants must be 18 years or older and in generally good health. SAN DIEGO (KGTV) -- While San Diego County remains in the red tier of California’s tiered reopening plan, many local gyms and fitness centers continue to struggle to operate at 10 percent capacity.For some, it’s just not enough to survive, and business owners have to make difficult decisions.“Our rent doesn’t change whether we have one person in class versus 25,” said Taylor Hollenkamp, owner of BarreBody Studios in Pacific Beach and Tierrasanta.Days ago, Hollenkamp sent a notice out to members of BarreBody Studios, announcing the fitness studio would be closing after nearly a decade in business.“With no end in sight of things going back to normal, I had to make the decision to close permanently because the business is just hemorrhaging money,” she said.Others in the San Diego fitness industry can relate to the pain Hollenkamp is experiencing.“You can’t run a business, you can’t advertise, you can’t bring in new clients,” said Matt Ceglie, a personal trainer, and co-creator of the Strongist app, which allows users to track and log workouts.He said he has not been able to train any of his clients in a private Carmel Valley gym since March.“I had about 25 clients that I worked with on a weekly basis, now I train about nine of those clients in their homes or remotely,” said Ceglie. “It’s almost impossible right now in the tier we’re in to run your gym at 10 percent capacity.”When it comes to California’s reopening tiers, San Diego is currently in the red tier, allowing gyms and fitness centers to operate at 10 percent capacity.If San Diego County’s COVID-19 numbers improve and we move to the orange tier, they could open inside at 25 percent capacity. SAN DIEGO (KGTV) - Voters in San Diego County will have fewer places to vote in person for the 2020 Presidential Election, but officials say they've increased the opportunities people have to make sure their vote counts.On Wednesday, the county released the final list of 235 "Super Poll" locations, where people can vote in person. Every voter will be assigned to one of those polls.That's down from around 1,600 polling places during the primary."Certainly our world has been upended when it comes down to all things elections," says Michael Vu, the County Registrar of Voters.Vu told ABC 10News the county had to do fewer, larger polling sites to accommodate for social distancing required by coronavirus guidelines. But, he adds that voters will have four days to cast their ballot in person.Those Super Poll locations will be open on Oct. 31, Nov. 1, and Nov. 2 from 8 a.m. - 5 p.m. On Election Day, they'll be open from 7 a.m. - 8 p.m.Even with the extra days and hours for in-person voting, Vu says the best option for voters is to use the mail-in ballot that every registered voter in San Diego will receive around Oct. 6."We, in our county, have had a tradition and culture of voting by mail," says Vu, noting that 76.5% of all registered voters already signed up to be a permanent mail ballot voter.Vu says he has complete confidence that the post office will deliver ballots to voters and return them to the Registrar on time.For people who don't want to put their ballot in the mail, the Registrar is also setting up 126 ballot-drop off sites across the county. Those will be available starting Oct. 6.With 1.86 million registered voters in San Diego County, Vu says this year's election was like putting together a jigsaw puzzle.
