High-ranking officials of China and the United States started their talks in small groups here on Tuesday afternoon as part of the 21st Joint Commission on Commerce and Trade (JCCT) meeting.The plenary session of the 21st JCCT meeting will be held on Wednesday. In addition to talks on investment, trade, intellectual property right and other issues, it is expected that the two sides will sign a number of bilateral agreements on governmental cooperation at the talks later that day.The JCCT began in 1983 as a platform for both countries to promote trade and address issues of mutual concern.The 20th JCCT was held in east China's Hangzhou City on Oct. 28- 29, 2009.

AMMAN, Dec. 25 (Xinhua) -- Jordan and China on Saturday signed an economic and technical cooperation agreement under which China provides the Arab kingdom with 4.5 million U.S. dollars to implement development projects.The agreement was signed by Jordan's Minister of Planning and International Cooperation Jafar Hassan and China's Deputy Minister of Commerce Chen Jian, who was in Jordan for an official visit.Hassan commended the bilateral distinguished tie, voicing thanking and appreciation for the grant from the Chinese government, according to a statement issued by the ministry.The minister stressed Jordan' keenness to develop ties with China, adding that the bilateral ties witness distinguished development in all political, economic and cultural fields.The minister added that the signing of the agreement represents the two countries' keenness to foster bilateral ties in different fields, especially in light of current regional and international circumstances.The Chinese official expressed China's commitment to continue to provide technical and financial support to Jordan in different fields.According to the ministry, China's support to Jordan in loans and grants from 2009 to2010 stood at 119.5 million U.S. dollars.

BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.

BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.
