Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. In 23 states, children of any age can marry under some circumstances."   1036

DENVER — A former teacher at East High School in Denver was arrested after accusations she smoked marijuana with her students during a party at her Denver home. Rachel Farley, 29, was taken into custody Monday on suspicion of contributing to the delinquency of a minor, a class 4 felony. According to an arrest affidavit, Farley invited students from her class to her home on August 18, 2017, to decorate clothing for Freshman Day. At some point during the event, she brought out marijuana and began smoking it with her students, the document reads.In February of this year, police say they were dispatched to the school after a student reported that Farley had been providing and consuming marijuana with her students at her home.Police interviewed nine students as part of the investigation and “multiple students admitted to smoking with the suspect,” the document read. Farley resigned from East High School on August 31, 2017, according to a statement from Denver Public Schools. The statement stresses, “there was nothing notable about her resignation - she simply resigned.”After her resignation, DPS says she had been working as a volunteer in the music and drama department at the school. But after the allegations surfaced in February, she was “barred from volunteering for, contracting with or being employed by Denver Public Schools in the future.”Farley was listed as still being in custody at Denver City Jail as of Wednesday morning.  1502

David Ogden Stiers, known for his role as Major Charles Emerson Winchester III in the TV comedy series "M*A*S*H," died Saturday, the agency representing him said.The actor was 75.He died "peacefully at his home in Newport, Oregon after a courageous battle with bladder cancer," the MKS Talent Agency tweeted."His talent was only surpassed by his heart," the agency added.Stiers was born in Peoria, Illinois, in 1942. He was nominated for two Emmy awards for his performance as Winchester in "M*A*S*H," the popular series that ran for 11 seasons from 1972 until its high-rated finale in February 1983.The show, based on a 1970 movie, centered on Army surgeons and staffers during the Korean War. Characters such as chief surgeon Benjamin "Hawkeye" Pierce (Alan Alda) dished out wry humor as they dealt with the stress of wartime, battlefield injuries physical and psychological, and death.He joined the cast in 1977, filling the void left after the departure of actor Larry Linville's Frank Burns from the show but by the series' end he was as much a part of the team as the original cast.Stiers' Major Winchester was portrayed as a Boston-born blueblood, often snobbish -- but a talented doctor. The character was often the comic foil to the hijinks of Alda's "Hawkeye" and Mike Farrell's Captain B.J. Hunnicutt.Stiers had a busy post- "M*A*S*H" career with TV shows including the "North & South" miniseries and "Perry Mason" TV movies.Younger generations would recognize his voice work in several Disney movies, including the classic "Beauty and the Beast," "Pocahontas" and "The Hunchback of Notre Dame."Stiers was an avid fan of classical music and a gifted musician. He was a resident conductor for the Newport Symphony in Oregon and guest conducted dozens of orchestras around the country, the Newport Symphony said in a statement. "All of us at the NSO are heartbroken. David Ogden Stiers was a generous, loving, and inspirational friend and pillar to our orchestra, and, indeed, to all of us individually. Our orchestra would not be here if it weren't for his great support and inspiration over three decades," said Adam Flatt, the symphony's music director."His depth of musical feeling, love for our musicians, and charisma made his performances soar when he was on our podium. DALLAS (AP) — A Texas prosecutor said Friday that investigators have linked more than 60 killings in at least 14 states to a 79-year-old California inmate who may be the most prolific serial killer in U.S. history.Ector County District Attorney Bobby Bland said Samuel Little continues to cooperate with investigators from around the country who interrogate him in prison about cold case killings dating back to the 1970s. Among those who spoke to him were investigators from Ohio, where Little grew up and where he's suspected of killing at least five women.Little was convicted of killing three Los Angeles-area women and pleaded guilty to killing a Texas woman, and he's serving life sentences in California. Little, who lived a nomadic lifestyle, claims to have killed 93 women as he crisscrossed the country over the years.Bland said Little is in failing health and has exhausted his appeals, leading him to be forthcoming with investigators."At this point in his life I think he's determined to make sure that his victims are found," he said.During Little's 2014 trial in Los Angeles, prosecutors said he was likely responsible for at least 40 killings since 1980. Authorities at the time were looking for possible links to deaths in Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, Ohio and Texas.But Little was not forthcoming with information at the time and Bland credits Texas Ranger James Holland with gaining Little's trust and eventually eliciting a series of confessions.Holland traveled to California last year to speak with Little about cold cases in Texas. That led Little to be extradited to Texas and his guilty plea in December in the 1994 strangulation death of Denise Christie Brothers in the West Texas city of Odessa. But Holland's conversations with Little have continued, even after Little was returned to California to serve his sentences, and it was Holland who determined that he was responsible for 93 deaths, said Bland, who received an update from Holland this week.Information provided to Holland was relayed to law enforcement agencies in several states, leading to a revolving door of investigators who traveled to California to corroborate decades-old deaths.Among them were investigators from Ohio, where prosecutors on Friday announced charges against Little in the 1981 killing of a Cincinnati woman and where he was charged last week in the deaths of two women in Cleveland. He previously was charged in a second Cincinnati killing and confessed to another one in Cleveland, though investigators are still trying to identify the victim in that case.He explained that Little's victims often were suffocated or strangled, in many cases leaving few physical marks and leading investigators to determine the women died of overdoses or of natural causes."There's still been no false information given," Bland said. "Nothing has been proven to be false."Gary Ridgway, the so-called Green River Killer, pleaded guilty to killing 49 women and girls, making him the most prolific serial killer in U.S. history in terms of confirmed victims, though he said he killed 71. 3122

  

DENVER, Colo. -- A man was shot and killed near the Denver Art Museum Saturday afternoon. A suspect is in custody, police said. A second person was initially arrested, but police later determined that second person was not affiliated with the shooting.The Denver Police Department said Saturday evening that the suspect in the shooting was a private security guard. He was identified Sunday as Matthew Dolloff, 30. He is being held for investigation of first degree murder.“Further investigation has determined the suspect is a private security guard with no affiliation with Antifa. Additional information will be released as it becomes available," the police department tweeted. Denver news outlet KUSA said it had hired the private security guard."A private security guard contracted through Pinkerton by (KUSA) is the suspect detained by DPD. It has been the practice of (KUSA) for a number of months to hire private security to accompany staff at protests," KUSA wrote in its report. 996
