SAN DIEGO (KGTV) — Temperatures are forecasted to climb in Southern California and surrounding areas through the next week and as this heat persists, there are other factors in play as well. Moisture entering the region will increase humidity, and humidity overnight will lead to overnight lows staying warmer, which means an extended period of heat with less overnight relief can be expected.This is a trend that is becoming more and more common. Climate researchers from Scripps Institution of Oceanography studied the history of these warmer, prolonged and humid stretches in the San Diego area, and found that periods similar to this are on the rise.“What we found is that heatwaves in Southern California, and I would say California more broadly, have been increasing over time in their frequency and tendency,” said researcher Dan Cayan.The lack of overnight cooling means no break from the heat at night, so the long stretch of days of increased temperatures combined with a lack of overnight relief could lead to dangerous conditions.“It’s a lot easier to contend with a heatwave that lasts a day or two than one that lasts four days,” said Cayan.Cayan said this is part of a larger picture of climate change impact, and this trend will likely continue in the years to come.Humidity can make temperatures feel worse. SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495

  

SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. SAN DIEGO (KGTV) -- The leader of a San Diego motorcycle gang pleaded guilty Tuesday to participating in a scheme to seal dozens of Jeep Wranglers in San Diego County. Jimmy Josue Martinez, a leader of the Hooligans motorcycle gang, pleaded guilty Tuesday, admitting to participating in the scheme. According to court records, the gang is responsible for the theft of more than 150 of the vehicles since 2014, totaling about .5 million. Records show that the Hooligans used high-tech methods to disable security systems and steal the Jeeps before taking them to Tijuana to be sold or stripped for parts. RELATED: Three arrested, 6 sought in San Diego Jeep Wrangler theft ringAs part of the plea agreement, Martinez admitted to stealing the Jeeps in Pacific Beach, Serra Mesa, Chula Vista, Mission Valley, Ocean Beach, Hillcrest and North Park. Martinez and members of his crew would obtain the vehicle identification number in advance before getting secret key codes which allowed them to create a duplicate key for a particular Jeep. “The joy ride is over for Mr. Martinez,” said U.S. Attorney Robert Brewer. “These thefts were audacious and sophisticated and created hassle and heartache for scores of Jeep owners. I congratulate prosecutors Andrew Galvin and Joseph S. Green, the FBI and members of the Regional Auto Theft Task Force for putting together a strong case against a gang that, unfortunately, has lived up to its name.”Along with Martinez, eight other members of the gang were charged in a grand jury indictment in 2017. Of the nine charged, six have pleaded guilty and three are fugitives. 1616
