BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

He said the Expo operation is getting better and better as the organizer has been committed to resolving various problems found in the operation and strengthening communication with all participating countries and organizations.Loscertales said after almost six weeks, the organizer has made lots of achievements in improving the work and increasing the efficiency of the Expo operation.Running from May 1 to Oct. 31, the Expo, with the theme "Better City, Better Life," has drawn participation by an unprecedented 189 countries and 57 international organizations.The number of daily visitors to the Expo Park reached a new high Tuesday as 546,700 people entered the Park, breaking the earlier record of 524,900 set on June 5.

High school graduated students aged 18 to 25 across Xinjiang will be enrolled in the college, giving lectures in both Ugyur language and Arabic. Graduates of the college will receive a religious bachelor's degree and serve in mosques and Islamic associations across the region.-- Also in late May, the Ministry of Transport issued a statement jointly with Xinjiang's regional government pledging to spend more money-- which will cover 50 percent of the construction costs-- for road building in Xinjiang.-- On June 1 the regulation on reform of resource taxes in Xinjiang, which was jointly issued by the Ministry of Finance and the State Administration of Taxation, took effect, marking Xinjiang as the first region in China to begin such reform.The regulation provides a shift to taxing crude oil and natural gas by price, rather than volume. The reform aims to raise local revenue for the resource-rich Xinjiang.-- From June 9 to June 12, officials of central governmental departments, including the Ministry of Science and Technology, the Ministry of Commerce and the National Development and Reform Commission, as well as officials of the China Development Bank, visited Xinjiang to inspect the development of local industries.

  

ULAN BATOR, Aug. 3 (Xinhua) -- A group of children from China's earthquake-stricken Qinghai province arrived in Mongolia on Tuesday for an eight-day visit.A ceremony was held at the Nairamdal international children's center, 27 km from the capital city of Ulan Bator, to welcome the 59 children and youngsters from Qinghai in western China, which was hit by a major earthquake in April.Prime Minister Batbold Sukhbaatar invited the children from the quake-hit region for a visit in early June when Chinese Premier Wen Jiabao visited Mongolia.Last year, 60 children from China's southwestern Sichuan province, which was also hit by a deadly earthquake in 2008, visited Mongolia at the invitation of then Prime Minister Bayar Sanjaa.

  

NANJING, July 3 (Xinhua) -- The population of China, the world's most populous country, is projected to reach 1.39 billion by the end of 2015, with those age 60 or over topping 200 million people, said Li Bin, head of the country's top population policy agency.Li, director of the National Population and Family Planning Commission, released these estimates Saturday during a speech at the annual conference of the China Population Association in Nanjing, capital city of east China's Jiangsu Province.The urban population is projected to be over 700 million over the next five years, for the first time exceeding the rural population, according to Li.She said the increase in the next five years would be based upon the nation's population momentum, which, according to her, would begin to decline after 2015.Population momentum is the tendency of a highly fertile population that has been rapidly increasing in size to continue to do so for decades after the onset of even a substantial decline in fertility.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.To put a hold on the fast growth, the Chinese government adopted a one-child policy in the late 1970s. The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.However, during the next five years the development of China's population is expected to go through major transitional changes, Li said.China's first boom in its aging population is expected in the next five years, with roughly an average of eight million people turning 60 each year, 3.2 million more than occurred between 2006 and 2010, she said.In the coming five years, the ratio of the population aged 15 to 59 would peak and then slowly fall, whereas the population dependency ratio, a measure of the proportion of the population too young or too old to work, would rise for the first time after over 40 years of decreasing.In general, China would still retain the advantage of a plentiful labor supply and a relatively low population dependency ratio, she said.
