Now, many wonder if some of them were among the many stolen in recent months."This is a big problem of people taking dogs from people coming into the yard and just snatching them out of yards and just taking them," said Earl Stouzenberger, who lost his dog Leia, earlier this year.Police have been checking for chips in the dead dogs hoping to locate owners."Absolutely, I'm sure they have. Animal Control or police stations will have a scanner," Fields said. But identifying the dogs doesn't solve the riddle of why they were shot and often dumped in public places. LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said. Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split. It would consist of Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties. A second state, Southern California or a name to be chosen by its residents, would consist of Orange, Riverside, San Bernardino, San Diego, Imperial, Kern, Kings, Fresno, Tulare, Inyo, Madera and Mono counties. He said electrical fires are most common because a boat — even when docked — is always moving and wires get chafed and exposed. They can arc and spark or ignite gas vapors.A fire on board can rapidly become a terrifying situation with no help nearby."It's very difficult to fight fires without outside help," Keijer said. "You're really on your own in most instances. It's up to the vessel's crew to fight fires. It's not like one can easily escape a vessel. You walk out of a building if a fire occurs on land. LOS ANGELES (CNS) - Los Angeles City Councilman Mitch O'Farrell and the city's Bureau of Sanitation will remind all restaurant managers that starting Tuesday they will be required to withhold plastic straws unless a customer requests them. ``The new city law picks up where the state law stops,'' O'Farrell said in April. ``As a coastal city and state, we owe it to our environment to do everything in our power to ensure we reduce single-use plastic waste.'' The first phase of O'Farrell's ``Straws on Request'' initiative took effect this year on Earth Day, which applied to businesses with more than 26 employees. The new law takes aim at reducing single-use plastic waste from littering beaches and waterways, O'Farrell said, and it applies to restaurants of all sizes.
