SAN DIEGO (KGTV) — A three-year-old girl being evaluated for coronavirus at Rady Children's Hospital has tested negative for the virus.Frank Wicinski confirmed to 10News that his daughter Annabel has tested negative for the novel coronavirus. CDC confirmed the results.Wicinski says he and his daughter will now be returned to MCAS Miramar to finish out their 14-day quarantine. SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) - Across the state of California, there were more than 10,000 sexual harassment offenses, as defined by California education code that resulted in suspension, expulsion or disciplinary diversion.A San Diego mother says her daughter was bullied and sexually harassed at school.“She said that he would take her pencils from her,” said Myiesha Jackson. “If she tried to get them back he would stick them down his pants."Jackson claims the male student didn’t stop there. She claims he took Play-Doh, made it into the shape of a penis and rubbed it on her daughter while making inappropriate sounds."I consider that sexual harassment,” said Jackson. An investigation report Jackson gave to Team 10 says the accused student admitted to rolling up the Play-Doh and holding it up while singing an inappropriate song that was sexual in nature, and the Play-Doh represented a male genitalia part, but the other student denied touching her with it.At the end of the report, it lists an action play, basically separating both students at all points of the day so they wouldn’t come into contact with each other.Jackson says that’s not what happened."The very day I brought her back she was in lunch, the line to get lunch, and they let him out of the office apparently, and he went and stood directly behind her,” she said.Magnolia Science Academy- San Diego denied 10News’ request for an interview.In an emailed statement an attorney for Magnolia Public Schools wrote:“State and federal student confidentiality laws and our organization's policy prohibit MSA-SD from commenting on specific students or incidents in which they may be involved.
