SAN DIEGO (KGTV) — San Diego Police say they have arrested a 23-year-old man in a fatal shooting in the East Village this week.Tyler Cosby of San Diego was arrested on Thursday for the murder of a 37-year-old man shot to death outside a downtown parking garage on Tuesday, according to SDPD.The victim, a 37-year-old white male who has yet to be publicly identified by police, was found in the area of 14th and G streets shortly after 10 p.m. Officers responding to several reports of gunshots arrived to find the man lying on the sidewalk at `1400 G St., near a parking garage entrance.The victim had at least one gunshot wound, according to police. SAN DIEGO (KGTV) - San Diego Unified is fast-tracking several security-related upgrades on several schools.The first upgrade started this week at Miramar Ranch Elementary school, where a new, taller perimeter fence was installed.The district made the decision last week to prioritize roughly -million worth of projects.  They will be paid for by a voter-approved bond measure. The plans were already on the district's to-do list, but they now moved up the schedule.A district spokeswoman says it is in response to the climate plaguing classrooms across America, where school safety and security are front and center.  Campus security has been under heavy scrutiny following the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida.“Of course we are worried about school security in the wake of all the shootings,” Diane Hunter, a Miramar Ranch Elementary parent said,  “It’s a naughty problem because we want to balance logistics and ease of access for parents and volunteers, but we also want our kids to be safe.  So I’m glad that the school is taking a look at it and making improvements."The list of projects includes adding and upgrading things like fences, door locks and gate, visitor access control, site radios and security cameras.A timeline for the projects in the individual schools was not readily available.  1380

SAN DIEGO (KGTV) -- Starting Wednesday, cruise ships will return to the San Diego Embarcadero — but they will not be picking up any customers for months to come. Experts say the longer the vessels stay, the harder it is for the cruise industry to bounce back.The Holland America Koningsdam returned to the Port of San Diego Wednesday morning. It is one of five cruise ships scheduled to dock at the Embarcadero for fuel and supplies. But not to pick up guests.The vessels include:Holland America Koningsdam – December 23Princess Cruises Emerald Princess – December 24 (leaves for Los Angeles after San Diego visit)Holland America Westerdam – December 28Holland America Zuiderdam – January 8Holland America Noordam – January 11"Their revenues compared to say the same time last year are literally down 99%," financial advisor Dennis Brewster said.According to the Port of San Diego, there have been 119 canceled cruises since March and a loss of 0 million in regional economic activity. Unlike airlines and restaurants, which are two other industries hard hit by the pandemic, Brewster says cruises have no Plan B."Their revenues literally went to zero," Brewster said. "I mean, the others were really bad too, but you can't do a cruise ship on a takeout or drive-through."The Port says each cruise line must follow the CDC's "Framework for Conditional Sailing Order" before they can set sail. The first phase is to test and safeguard the crew. The second is a simulated voyage where the ships must prove their ability to mitigate COVID-19 risk. After that, they can slowly reintroduce passengers on their voyages.In the meantime, the ships and crews will stay put. But will the companies be able to stay afloat?"Even if the CDC and other organizations say, 'January one, you can resume your operations,' how many people would get on today?" Brewster asked.The hope is that travel will be on everyone's radar once it shifts away from the coronavirus."I think all of us have spent enough time at home the last nine months to last the next nine years," Brewster said. "So that's a good thing for the industry. There is going to be quite a bit of pent-up demand."According to the Port of San Diego, Holland America has some cruises scheduled to depart in April and May. SAN DIEGO (KGTV) - Students are furious about a new dress code rule for girls at one of San Diego’s most prestigious private high schools. Cathedral Catholic High School in Carmel Valley announced Friday girls would no longer be allowed to wear skirts. That led to a backlash among students, who signed a petition to reverse the change. “I think that the ban is very sexist,” said student Lana Owad. In a letter sent to parents and students, CCHS said the dress code exists to foster a faith-based environment where students are focused on learning and not outward appearances. CCHS has issued thousands of hours of detention related to the lengths of girls’ skirts. The school dress code posted online indicates girls were allowed to wear skirts or skorts that were not excessively tight or form fitting and were no shorter than 3 inches from the top of the kneecap while standing upright.“We’ve had them tailored in the past because of the restriction on it. We spent money on buying different skirts because they ban other styles for us to wear,” said student Riley Staal. Mimi Cleary said the change was prompted by adults, not students. “No one wants the skirts going, like, literally, no one wants the skirts gone. I think only the principal and teachers want the skirts gone,” said Cleary. Under the new dress code, girls can wear pants, Bermuda shorts, or capri pants. The school said girls aren't the only ones having dress code problems: the administration will also be holding boys more accountable about their facial hair next year. SAN DIEGO (KGTV) - Saturday, Dec. 8 will be the tenth year since a tragedy in the heart of University City.Four people died in 2008 when an FA-18 military jet crashed into homes in the San Diego community west of Marine Corps Air Station Miramar.Rebecca Cosford was in her home and heard two loud noises. The first was the pilot blowing out the plane’s canopy and ejecting. The second sound was the crash.“One was popping, then a massive explosion that shook the whole house,” Cosford remembers.Cosford and her husband ran outside to see a “large column of smoke”.Teresa Rizzo not only heard it: she felt it. Someone yelled at her to stay back and told her a plane had crashed."I just thought, 'That was an airplane?’ That was an actual airplane that fell out of the sky and exploded around the corner from my house?"Marine pilot Dan Neubauer’s parachute landed a block west of the crash site after he ejected. He had been trying to reach MCAS Miramar on one engine, but his second engine failed. The FA-18 dropped like a stone.The four lives lost on the ground were Dong Yoon’s family."I believe my wife and two babies and my mother-in-law are in heaven with God," Yoon said after the crash.Neighbors had tried to help when disaster struck. Alain Blanc had a cell phone in one hand, 911 on the line. His other hand was holding a hose as firefighters arrived."There are moments we don't have time to be scared, you react! I heard this incredible bang, the earth shook, and I was outside. How I got there, don't ask me," said Blanc.Today, two new homes stand where the other two were destroyed. One thing is the same: the sound of roaring jets."Not that far but when they're close, when it's the same elements as it was that day: overcast, the middle of the day, cool temperatures and a plane flies really close by, my heart still races."Many neighbors told 10News they plan to attend a memorial which will be held Saturday morning at 11:30 a.m. at University Village Park. 1982
