SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

SAN DIEGO, Calif. (KGTV) - Sharp Rees-Steely dermatologist Nancy Maly said they have seen an increase in people coming in with skin problems related to wearing masks.“Masks are very important but they do come with some drawbacks,” she said.She said the type of mask can impact how much it irritates the skin. A more loose mask will not irritate as badly but is not as effective for the fight against coronavirus, so she said to only wear a loose mask if there are no people nearby.“Obvious trade-off being they don’t function as well as masks so making sure that you’re choosing a face covering that’s appropriate for the situation,” she said.Maly also said wearing daily products like sunscreen, lotion and makeup on your face can make any acne or irritations worse. She said typical medications to treat acne should help these conditions, like salicylic acid and topical retinoids.She said bottom line, though, is that while keeping your skin healthy is important, the masks are necessary to keep others healthy.“I think overall people have been very aware of the overall goal of wearing a mask to protect themselves and protect other people. I think it’s important not to lose sight of that. Obviously getting seriously ill would be much worse than getting acne on your face,” she said. 1297

SAN DIEGO (KGTV)- San Diego County barely avoided falling back into the purple tier of the state’s reopening system, staying in the red for now.The color-coded tier system has been difficult for many business owners to deal with as they wonder if they will face more restrictions in the coming weeks.“We are working with the state to share our concerns and thoughts about the metrics they are using to put our county in the different tiers,” said Greg Cox, San Diego County Supervisor. "The reality is we remain at risk of being moved to the more restrictive tier in the future if we don’t do those things that we know we need to do.”Dr. Wilma Wooten, the county’s public health officer, said she and other health officers across the state have been pushing for the state to improve its metrics system to go beyond case rate and positivity rate.She would like to see three things happen.“If counties are maintaining hospitalizations and hospital capacities to somehow get credit for that, and also get credit for contact tracing,” she said.Wooten said the county should also get credit for providing access to COVID-19 testing in vulnerable communities hit the hardest.“San Diego has done an excellent job to date of getting access to testing in those communities that are hit the hardest,” she said.On Tuesday, the County Board of Supervisors passed a motion in a 4 to 1 vote to send a letter to the state backing Wooten’s effort in revising the reopening criteria.Wooten is urging members of the public to continue wearing a facial covering, washing hands, avoiding large gatherings, and staying home when sick, especially as flu season is on the way.“We do not have a vaccine for COVID-19, but we have a vaccine for the flu,” she said. “Getting the flu vaccine is the most important step in preventing the flu.” 1822

SAN DIEGO (KGTV)-- Thousands of members of the LGBTQ Community and their allies lined the streets of Hillcrest to celebrate the San Diego Pride Parade Saturday morning. More than 200 floats were on display at this year's event. We asked the crowd, "What does "Pride" mean to you?""It means finally being able to live out and proud.""It's the freedom to celebrate who we are.""Love our neighbor as ourselves and love God!"Some have been coming to the San Diego Pride Parade for decades. "Oh my gosh, she's been 26 years of marching in pride with me," Dana Harwood said of her mother. "...And I love my lesbian daughter!" her mother, Bobbi said. For others, this year's parade is their debut to the world. "Fours months ago, I started my transition," Grace McBride said. "I am just so happy now that I came out to be authentic."For 55 years, people called her Dale. But today, she is proudly Grace."Dale was struggling. Dale was a Marine. Dale worked for the cable company, and anymore now I just want to share the love," McBride said. It has been a long struggle for the LGBTQ community. The most notable moment was the Stonewall Riots in 1969, where New York Police raided LGBTQ members staying at the Stonewall Inn. "Stonewall gave us a sense of freedom. A sense of power," Drag Queen Vera Del Mar said.Vera Del Mar grew up in National City but now lives in Tucson. She made it a point to make it back to her hometown Pride this year."I had to show off my new hairdo!" she said.What was once considered 'underground' or 'shameful' has now become part of mainstream culture, even mainstream media. This year, many familiar faces of the 10News team joined the 10News float and greeted parade-goers. 14-year-old Alexis Engelmann came out as lesbian last year. She says she is lucky to have her entire family in her corner. "It's cool because it's not really different at all," her younger brother Mile said. "We just like to support her and help her succeed in life."Like the thousands of people at the parade, Alexis is proud. She is celebrating, not hiding her Pride. SAN DIEGO (KGTV): San Diego State University may require all students to have the Meningitis-B vaccine beginning in the fall of 2019.The University is in preliminary discussions about the idea after an outbreak made three students sick on campus this fall.A university spokesperson confirmed to 10News that the school is in the very early stages of the idea. A statement from the school says it stems from "continued conversations with the County of San Diego Health and Human Services Agency," and that "the safety and wellbeing of all SDSU students remains the priority."The Cal State University system doesn't require the Meningitis-B vaccine. Their guidelines say that schools only need to "inform incoming freshmen living on-campus about the Meningococcal disease and provide information on available vaccines."However, according to SDSU, "The California State University Office of the Chancellor is engaging in the review and consultation process necessary to update the existing policy." The CSU systemwide policy can be found here.This fall's outbreak was the second instance of the disease in the last four years on campus. In 2014, a student died from Meningitis-B.The disease has similar symptoms to a cold or flu. It can be fatal. In other cases, people who get the disease suffer brain damage, hearing loss or the loss of limbs, fingers or toes.During the most recent outbreak, the University supplied antibiotics to students who were in close contact with the ones who'd been infected. The school also held vaccination clinics on campus.Some students had to get a second vaccination after the school discovered that several doses of the vaccine weren't properly stored. Those vaccines were administered by Walgreens, who also was responsible for their storage.
