SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer is among local leaders expected to leave for Mexico City Sunday morning. The trip, which includes Imperial Beach Mayor Serge Dedina, is meant to strengthen ties between the border. The mayors plan to discuss border infrastructure projects, pollution in the Tijuana River Valley and economic ties with leadership in Mexico. SAN DIEGO (KGTV) -- It is a trend that happens around election time—an increase in hate crimes.“The weeks before and after, particularly the presidential elections, we do see a pretty marked increase in hate crimes,” said Leonard Trinh with the hate crime unit at the District Attorney's Office. “In 2016, the two weeks after the election were very busy. In fact, I think the busiest day for hate crimes was the day after the 2016 election. But that was true in 2012 and 2008 and before.”In June, a man was caught on cell phone video punching a Black Lives Matter demonstration in Imperial Beach. The DA’s office filed felony assault and battery charges and hate crime allegations against two men, Jeffrey Brooks and Henry Brooks Jr.In September, the St. Peter’s Chaldean Catholic Cathedral in El Cajon was vandalized with a mix of graffiti. Swastikas, “BLM,” and “Biden 2020” was spray painted on the exterior.Last month, Rabbi Yonatin Helevy said he was attacked by a teenager on a bicycle, who hit him over the head and yelled a racial slur. A 14-year-old was arrested.Trinh said as of Friday, there were 42 potential hate crime cases this year. Six of them were reported in the past few weeks. 17 people have been charged so far.He said they are currently reviewing two more potential hate crime cases that came in this weekend. “We work very with our law enforcement partners and with community leaders,” Trinh said. “We encourage them to report hate crimes and hate incidents whenever they happen.”Trinh said the pandemic has also affected the local Asian-American community. SAN DIEGO (KGTV) — Mission Valley is in store to get an additional nearly 30,000 homes by 2050, according to a new plan the City Council unanimously passed Tuesday.The council voted 9-0 to pass the Mission Valley Community Plan, which would increase the number of allowed housing units in Mission Valley to 39,200. Currently, the area has about 11,200 units. The idea is to change Mission Valley's underutilized strip malls into mixed-use developments, where housing and commercial are under the same roof. "That dream, that American dream, that middle class security that is created by home ownership is now vanishing for a large segment of the population, and we can do better," said Jonathan Frankel, who heads the Mission Valley Community Planning Group. But Mission Valley is currently one of the cities most congested areas. Currently, the city says 600 people live and work in Mission Valley, but 40,000 commute in daily. As part of the plan, the city would add bridges and roads, plus an additional trolley stop and bike and walking paths. It would allow the people who do live and work in Mission Valley to get where they need to go, without a car.
