SAN DIEGO (CNS) - A report released Thursday by the International Boundary and Water Commission found a significant presence of wastewater in border channels in the Tijuana River Basin impacting San Diego.In the report, "Binational Water Quality Study of the Tijuana River and Adjacent Canyons and Drains," scientists from the United States and Mexico collected samples from of seven transboundary channels.The sampling and laboratory analysis for the study were performed from December 2018 to November 2019. The findings indicate the presence of treated and untreated domestic and industrial wastewater.The scientists analyzed 267 different parameters in water and 204 parameters in sediment for pathogens, metals, industrial organics, pesticides, as well as conventional parameters typically found in wastewater. Of the parameters tested, 131 were not detected and 136 had detectable levels.Parameters that exceeded standards in both countries at all monitoring sites are those associated with the presence of wastewater, including ammonia, biochemical oxygen demand, chemical oxygen demand, oils and greases, phosphorus, nitrates, methylene blue active substances and coliform bacteria.Data analysis indicates that the parameters which exceeded standards had originated as uncontrolled sewage spills from Tijuana. Disposal of solid waste or trash contributes to the presence of certain parameters exceeding the standards, such as the organic compound DEHP. Commonly used in the manufacture of plastics, DEHP exceeded applicable standards at all monitoring sites and could have leached from plastic accumulated in the canyons and Tijuana River.The results showed that certain parameters of concern -- Hexavalent Chromium and the pesticides DDT and Aldrin -- were either not detected or found in very low amounts below the limits established in both countries' applicable regulations. Likewise, metals such as copper, nickel and zinc, which are commonly used in the metal plating industry, were detected at levels within applicable standards in both countries.The report also includes recommendations related to control of industrial wastewater discharges in Tijuana, increased resources and assistance for wastewater collection and treatment systems in Tijuana, and continued joint water-quality monitoring and field inspections to detect and respond timely to wastewater flows. 2389

SAN DIEGO (CNS) - High school seniors who are deported before finishing their studies would be eligible for diplomas under a bill introduced today by Assemblywoman Lorena Gonzalez Fletcher of San Diego.Democrats introduced the bill as Congress remained at an impasse on a deal to protect so-called dreamers from deportation. Dreamers, those brought to the U.S. illegally at a young age and who are covered by the Deferred Action for Childhood Arrivals (DACA) program, have temporary authorization to remain in the country.That permission is set to expire on March 5 unless Congress passes a bill or President Donald Trump reverses his decision to end the program.Related: Dreamers art exhibit activism in Barrio Logan  "These are kids who are being ripped out of school against their will and then sent to countries where they have to restart their lives," Gonzalez Fletcher said. SAN DIEGO (CNS) - A woman was killed when she walked into the path of two marked police cruisers in the Hillcrest community of San Diego, police said Sunday.The vehicles were going westbound in the 100 block of West Washington Street when the woman, standing on the north curb line of the street -- and not in the crosswalk -- walked into the cruisers' path a little after 11 p.m.Saturday, the San Diego Police Department reported.She was struck by both cars and rushed to UC San Diego Medical Center, where she was pronounced dead. 540

SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. SAN DIEGO (CNS) - A man who jumped onstage during a Taylor Swift concert at Petco Park in 2015 and was tackled by members of her security team -- seriously injuring one of them -- is scheduled to be arraigned Thursday for allegedly beating a man to death in the Midway District earlier this month. Christian Ewing, 29, was arrested last Friday for a parole violation and was re-arrested Monday on suspicion of murder in the death of 57-year-old Gregory Freeman. Freeman was found Dec. 5 in the 3900 block of Rosecrans Street near the Interstate 5 overpass, police said. Freeman, who had trauma to his upper body, was taken to a hospital but died four days later. One witness told police that Freeman was on the ground when a man began to hit him with some sort of object. The attacker then fled, said San Diego police Lt. Anthony Dupree. More than three years ago, Ewing sneaked into Swift's concert and jumped onstage while she was performing. He was tackled by security guards, one of whom suffered a broken rib. Ewing pleaded guilty to assault and was sentenced to probation and given credit for three years in custody. 1130
