SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

Organizers said the decision was made due to the rise in coronavirus cases."We are sad to announce that due to the rise in COVID-19 cases, this year’s San Diego Bay Parade of Lights is cancelled," a statement on the parade's website read. "We are disappointed that the parade cannot take place this year but we would like to do our part to minimize the spread of the virus. Wishing everyone a safe and happy holiday season. See you next year!"The parade, which was looking forward to its 49th year, routinely brings crowds of more than 100,000 San Diegans to the bay over two weekends to watch as nearly 100 boats sail through the bay, decked out in colorful lights and decorations."Our number one priority is safety and this year large crowds associated with the San Diego Bay Parade of Lights are not advisable due to the Covid-19 pandemic," said Parade Chairman Larry Baumann. SAN DIEGO (KGTV) -- Two separate studies show flu and pneumonia vaccines may reduce your risks of developing Alzheimer’s disease in the future.The findings were presented on Monday during the Alzheimer’s Association International Conference, which was held virtually for the first time because of COVID-19. The conference was supposed to be in Amsterdam this year.In one study, researchers found that getting a flu shot showed a 17% reduction in the development of the disease. The earlier people got the vaccine, the better the protection against the disease.“Each year, successively, if they did get another flu shot they got more reduction, so almost up to a 30 to 35% of a reduction of the development of dementia, just by getting the flu shot,” said Katie Croskrey, the executive director of the San Diego/Imperial chapter of the Alzheimer’s Association.In a separate study, researchers found similar reductions for developing dementia for those that received a pneumonia vaccine between the ages of 65 and 75.“You had a reduction of almost 40% of not developing dementia,” said Croskrey.Croskrey said these studies are just the starting point for more research to find out how the vaccines are correlated to reducing the risks of the disease. More research is also needed to determine if just getting the vaccines alone reduce the risk, or if it has to do more with lifestyle changes.Also announced on Monday, research that shows that individuals with dementia are six times more likely to die after infections than those that do not have dementia.The virtual international conference continues on Tuesday, where researchers are expected to discuss blood biomarkers that could identify a person with a potential for developing Alzheimer’s up to 20 years before any symptoms appear. SAN DIEGO (KGTV) - While homes in California built after the mid-1970’s meet most seismic requirements, older homes can require significant upgrades to withstand a major earthquake. Moses Govea with Turnkey Contractors says the are required to upgrade older homes when they do renovations. It includes adding galvanized bolts to the foundation, forming sheer walls and adding metal braces to certain connection points. Geologist Pat Abbott said while viewing footage from the recent quake in Mexico he noticed the collapsed buildings likely were missing up-to-date joinery between the floors and walls. “As long as [the floor and walls] move as a unit, the structure is intact,” he said. The City of San Diego offers resources to check your home on their website. They also have information on renovations for unreinforced masonry buildings, typically built before 1933. 903

SAN DIEGO (KGTV) — Two new studies published this week suggest people with blood type O have a lower likelihood of catching COVID-19 and developing severe illness than people with other blood types.Blood type is a characteristic we inherit from our parents and there are four major blood groups: A, B, AB and O.Danish researchers looked at nearly 500,000 people who tested positive for COVID-19 and found that people with type O were underrepresented.In a study published in the journal Blood Advances, the researchers found 38.4 percent of those infected had type O when that type actually makes up 41.7 percent of the population in that area.The researchers say the findings suggest people with type O are less likely to get infected in the first place.On the other hand, the team found that people with type A blood were overrepresented: 44.4 percent of those infected had type A compared to an expected value of 42.4 percent. The researchers suggest people with type A might be more at risk.Another study, also published in Blood Advances, looked at 95 critically ill patients in Canada. They found people with type O or type B blood tended to have a shorter stay in the intensive care unit, an average of nine days for those blood types compared to 13.5 days for people with type A or AB.They also reported that people with type O or type B were less likely to need a ventilator, with 61 percent of cases requiring mechanical ventilation compared to 84 percent for people with blood type A or AB.“Yes, there may be some of these associations. I don't think it's fully understood at this point,” said Dr. Christian Ramers of Family Health Centers of San Diego, who was not involved in the studies.The science on COVID-19 risk and blood type is mixed. These two new studies align closely with a previous study in China and another in Europe, but a third study in the U.S. found no significant link between severe COVID cases and blood type.At this point, doctors aren’t sure why blood type might affect outcomes with the disease, but there are several theories.“The immune system is an incredibly mysterious and complicated thing that we don't fully understand,” Ramers said. “Blood type sort of plays into that because people with different blood types actually have slightly different immune systems and immune responses.”Your blood type impacts the kind of antibodies you produce. That is why it is so important in blood transfusions to get the right blood type; blood from the wrong donor can trigger antibodies that attack those red blood cells.People with blood type O have two sets of antibodies, known as anti-A antibody and anti-B antibody. People with type A or B only have one or the other.Researchers in the Canadian study hypothesized that the anti-A antibody in particular may help control the coronavirus. People with blood type O and blood type B produce this kind of antibody. Individuals with type A or type AB do not.People with blood type O also have characteristics that make them less prone to issues with blood clotting, a major issue in severe cases of COVID-19.Experts say that if type O blood is protective against the virus, it’s not by a large amount.And this protective benefit doesn’t extend to all pathogens.
