As the debate over police defunding wages on in parts of the country, officials in Albuquerque, New Mexico have found a middle ground.Mayor Tim Keller recently introduced a plan to strip the police department of million each year to help create and fund a new department that would respond to certain 911 calls instead of police.He says the city is the first in the country to do this."It’s a public health approach to public safety,” said Keller.The new department would consist of service workers, public health personnel, and specialists who would respond to calls related to homelessness, mental illness, and drug overdoses."For modern history, every city has said we’ll either send police or fire,” said Keller. “It’s about restructuring, institutionally, how we respond.”"We’re not the experts. We go over there and a lot of times our officers don’t know what to do,” added Albuquerque Police Chief Michael Geier.Geirer says the introduction of the new department comes as a relief. His police department is already short-staffed with officers, so handing these calls off to specialized personnel would not only help his department but the public.“We’ll be able to handle the higher-priority calls, and then our response time, and our community engagement," he said. "There will be more trust in the community.”Greier says, to a degree, the Albuquerque Police Department has already started delegating certain calls to the fire department and it has spared officers from responding to nearly 15,000 calls in just the last few months--many of which could keep an officer on scene for hours.“We want to get past responding to the symptom of the root cause,” said Albuquerque Chief Administrative Officer Sarita Nair. “We want to get down to that root cause and start addressing issues there.”Mayor Keller says the move to create the new department was only made recently, so there will be substantial planning and public input before it actually goes into effect. 1979

One woman understands that more than most.To Myrna Hayutin the photos on her gallery wall are more than pictures of the past. She points out some of the art on display.  "This is a limited edition signed by Carl Mydans," Hayutin said. "This is Babe Ruth the last time he put on his uniform."These are works of art."It is history," Hayutin said. "It's just knowledge."And for the last 35 years she's been selling fine art like these pieces, despite the fact that she's legally blind."I anticipate doing this for at least another 10 years," Hayutin said. "As long as my eyesight holds."Hayutin started losing her eyesight when she was eight due to retinitis pigmentosa. And over the years, it's gotten progressively worse."It's like an island," Hayutin said. "As the disease progresses the island gets smaller and smaller now I see through two straws. So you may be standing right here but I am not seeing you. Or if were talking and you move I'll lose you."Still it hasn't affected her love for art or her determination to purse it as a career."It never occurred to me to stop me from doing anything that I really wanted to do," Hayutin said.Hayutin runs a successful international fine art gallery, Gallery M, and recently became an art appraiser."I'm looking at the artwork but honestly thank goodness with my devices I can really zoom in and see them much, much better," Hayutin said.Hayutin said her dog, Gouda, helps her navigate the changes in her eyesight, but what helps most is not focusing on what could happen."I would never have opened the gallery if I was fearful of what would be instead of what was at that time," Hayutin said. "I try to live in today and use the eyesight that I have today."Hayutin said every day is what you make it."There are some days where I'm not as positive as I should be, but I try it," Hauytin said. "I try to get back on that positive I mean because I'm surrounded by all of this gorgeous art and that's very uplifting."  2212

At least two sheriff's offices in Florida are investigating after voters in the state say they received threatening messages from people claiming to be affiliated with the Proud Boys that attempt to scare voters into voting for President Donald Trump.According to Florida Today, the emails sent to voters followed a similar format: The sender claimed to be in possession of personal information because they "gained access" to the "entire voting infrastructure." The message then says the voter must "vote for Trump on Election Day or we will come after you."Florida Today reports that the Brevard Supervisor of Elections has reported the messages to local law enforcement. In a Facebook post, the sheriff of Alachua County, located several hours northwest of Brevard County, said it was investigating similar messages with assistance from federal law enforcement. 872

  

Attendance at San Diego Padres home games is on pace to finish more than 11 percent higher than the turnout for 2018. Through 65 home games, the team has drawn an average 30,200 fans per game. In 2018, the Padres drew an average 26,967 fans to games at Petco Park.The team made a splash in the offseason by signing superstar third baseman Manny Machado to a 0 million contract. Plus, excitement surrounding rookie Fernando Tatis Jr., now injured, has helped to draw fans. The Padres, still below .500, have also won 10 more games at this point in the season than they had at the same time last year. Olivia Millay, a server at Social Tap, which is next to Petco Park, says the increased attendance has helped business. "People are getting a lot more excited," she said. "I feel like last year there was almost more people cheering for the other team that would come here. Now you're seeing a lot more Padres jerseys. You've got Machado, Tatis, ya know?"But the uptick in attendance hasn't helped all business equally. There are still multiple shuttered storefronts near Petco Park, including the site of what used to be Tilted Kilt on 10th Avenue. Alina Ahmed, who owns Cafe de L'Opera, across from Petco Park, said high rents hurt. Plus, she pointed to issues with the area's homeless population that can keep customers away. "In the morning everyday we have to remove transients that are sleeping, along with many other issues," she said. Ahmed said the increased attendance has helped a bit, but can only do so much. 1531
