SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. The investment in infrastructure is the largest in San Diego's history, according to the mayor's office.The investments are part of the mayor's proposed .8 billion budget, which City Council leaders are set to adopt at a June 11 meeting.RELATED: San Diego Mayor Kevin Faulconer unveils 2019 budget"After decades of neglect, we have a lot more to do, which is why I’m focused on fixing more streets, building more parks and making more neighborhood upgrades than ever before," Faulconer said in a release. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. The funds will also see new roofing installed for Balboa Park's Mingei International Museum and Air & Space Museum.Transportation: The plan puts 8 million toward transportation projects which consist of road paving, traffic signals, sidewalk improvements, and bridges. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

Nothing will ruin your night more than finding out your car's been towed.That's exactly what's happened more than 1,000 times since the city converted Fifth Avenue to a three-minute passenger loading zone after 8 p.m. on Friday and Saturday nights in September 2016. "They really don't ask questions around here," said Vanessa Figueroa, who hands out fliers for Gaslamp BBQ on the corner of 5th and Island every Friday and Saturday nights. "If you're parked here, your car's gone."The city made the change to reduce gridlock, boost emergency response times, and make passenger drop-offs safer. But that's also meant a lot of towing. SAN DIEGO (KGTV) — Memorial Day Weekend kicked off Friday night on the USS Midway. As a part of their Legacy Week, they had their annual benefit concert. This year, Daughtry took the stage. Kevin Beam is a big fan and made sure to buy his tickets early, “you got Memorial Day Weekend, Daughtry and beautiful San Diego”. People filled the top deck of the Midway. Ahead of the concert, the USS Midway Foundation presented three ,800 checks to different local charities. The night served as a way for people to remember and honor those who gave the ultimate sacrifice. Penny Erickson was especially grateful for the event Friday, “I’m from a military family my dad was from Pearl Harbor so it means a lot to me.” Chuck Erickson is a volunteer for the USS Midway and a veteran. Friday night, he tells 10News he’s making sure he is grateful all weekend long, “a lot of people lost their lives giving us the freedom we have today”. SAN DIEGO (KGTV) — King tides are expected to hit San Diego County's coastline starting this weekend.The high tide event is forecasted to begin Sunday, Nov. 15, and last through Monday, Nov. 16, according to the California King Tides Project. Another round of king tides is also expected next month from Dec. 13 through Dec. 15.High tide is set to steadily rise through the weekend, with Friday's high tide reaching 6.9 feet ahead of Saturday's 7.3-foot high tide.
